Mexico's "Cradla of liberty."
After CorU* oaoqtMrod tho Aztecs nod

tco, tl*' Torascniifi Met emtaamdors to
him aad asked for tCMhcn who would
instruct tlietu how to approach and nuke
teroie with the all powerful Christian
gods. Tito Spaniard forwarded mission
aries. who turned the Tarascans by thou,
■unis from thair idols and baptized them
into tie Catholic faith. Tho Tarascans
bccumo nllics of tho Spaniards, paid tri
bute and wero loyal. When Nino d»
Guzman, tho first president of tho first
andeocln, as tho Spanisli form of gov
ernment was called, started out to con
quer tho country of Jalisco, on tho west
ern coast of Mexico, he colled on tho
calzontzln, the king of the Tarascans, to
furnish 10,000 warriors and a vast
amount of gold and silver. Tho
calzontzln promptly supplied tho men,
but told tho president ho could
not furnish all tho gold. Guzman
affected to disbellevo him and burned
him, at the same time torturing many
subordinate officials of the Taruscon
dynasty to raako them reveal tho sup
posed hiding place of tho treasure. The
Tamscnn dynasty fell; the affrighted
Indians hid among the hills and moun
tains about Lake Patzcuero. They have
never forgotton that awful persecution.
Tho good Bishop Quiipga spent his life
trying to undo the mischief wrought by
Guzman. He won tho Tarascans back
to tho faith and to great personal love of
himself, but the portion of tho country
they inhabit lias beem tho breeding place
of so many revolutions that it has become
known in Mexican history as "the cradle
of liberty.”—Cor. Globe-Democrat.
Exhibition of St. Elmo's Flro.
A remarkable exhibition of St. Elmo’s
flro was recently witnessed by the writer
on tho summit of tho Sonnblick moun
tain, in Austria, about 10,000 feet above
tho sea level.
The synoptic weather chart shows that
there was nt the time a ridge of high
pressure over central Europe, with light
and variablo winds at the lower level
stations. On the Sonnblick it bad roinod
all day, with a southwest to southerly
gale. The pressure, which was high
(nearly 20.7 inches, the normal being
20.3 inches), was falling irregularly, and
the temperature was about 37 degs.
Fahrenheit. About Op. m., with a sud
den shift of tho wind to the north, tho
pressure roso and tho temperature fell to
30 degs. Fahrenheit, causing rain to
change to sleet and snow. About this
time brushes of violet light were noticed
outside the observatory upon the points
of tho lightning rod, tho anemometer
cups, etc., and even upon projecting
pieces of rock. From tho heads of the
observers and from their outstretched
hands similar brushes of light streamed
(icsemhling the positive discharge from
an electric machine), accompanied by a
crackling noise and a prickling sensation.
This continued until tho wind, which
meanwhile lmd fallen to a calm, changed
its direction to southwest, and the press
ure became stationary. The temperature
soon ro60 above tho freezing point, but
the snow continued to fail for some
hours.—Electrical Review.

In n French Insane Asylum.
Tho expressions of insanity, however
varied their form, are not interesting to
tho specialist unless they give indications
of ft mood differing from those character
izing a mental state already classed.
“Aubertin, tho woUld-be murderer of M.
Jules Ferry, belongs to the very common
class of which the larger half of his
family of insane is composed—tho gen
eral paralytics. Tho symptoms are eas
ily distinguished. Como and seo for
yourself,” said tho professor, who had
spied four women under the guidance of
a nurse passing before tlie window. We
met them as they entered the hall.
"Well, where ore you goingl” he asked
onoofthem. "To fetch tho soup,” an
swered tho woman addressed, with a
slight hesitation of speech. "Now
watch her walk, ” said the professor to
me as tho little procession moved on. I
noticed the same incertitude of motion as
of speech. These are tho symptoms
whereby to distinguish tho general para
lytic, whether his illness manifests itself
under tho form of hypochondria, melan
cholia, mania, monomania, furor, hallu
cination, or softening of the brain.—

The Hone Can at Russia.
At Moscow and St. Petersburg tho
street cars are similarly constructed to
those in Paris, but are a little larger.
They are almost as long ns the passenger
coach on a steam road—have double
decks, or two stories, and accommodate
over sixty passengers without crowding.
A stairway winds up at the rear of tho
care leading to the long 6eats above, over
which is a wooden roof or canopy, and
the passengers have tho privilege of a
seat in tho. breeze above or in the in-
closuro below, the latter being like the
interior of American street cars. Eight
horses ore used when there is snow oh
tho ground, four of them being hitched'
abreast In tho summer four horses, two
abreast do tho pulling. Three men run
the car—a conductor, a driver and a man
who rides the off horso hitched in tho
rear. The driver rings a bell continu
ously, and when any one attempts to
cross the track in closs proximity ho
rings more vigorously and rails in several
languages. The faro is usually twenty
kopecks, which is about ten cents. The
street cars in Russia are not old institu
tions and are not very liberally patronized.
