Convict "'Artel*”
Convicts travel to Siberia in “artels.**
Such artels are provisional associations,
formed for tiie sake of convenience. Tho
members of an artel have everything in
common, and their affairs ore controlled
by an elected chief i.n les assistants.
Hie chief is called -tu.Through
his hands goes fhe lo,s. tho convicts,
he is the keeper off tiieir effects and
mono}’, he acts as their spokesman before
tho authorities and the latter hold him
and his assistants responsible for what
ever may bo unlawful in the conduct of
the members of the artel during the
journey.
Every artel of convicts has its strict
rules mid regulations. It judges and
punishes culprits who now and then turn
up among them in tho shape of informers,
sjjics, etc., and on hoard convict ships
and targes, ns well as in thq Siberian
transportation prisons, tho finding of dead
bodies ‘-under covers” is' a frequent oc
currence. To make a ‘‘cover” means in
the convict -dialect to choke n man to
depth inside £Jio prison walls. The long
loose Coat worn by the convicts is gener
ally thrown over the head of tho victim
•to deaden ’his cries and groans while he
w being executed. Spies and informers,
that is to say convicts who, to gain special
privileges, furnish tho authorities infor
mation about tho secret doings and plans
of tho artel, are especially hated by the
convicts. Later on it will bo seen that
they have a good deal to conceal from
theauthorities. The artel exerts such a
powerful influence on its members that
traitoA are a rarity in convict trains.—

The custom of blessing food, or asking
a blessing upon meals when eaten, is
dying out. Probably the cause of this
decadenco of a very charming domestio
custom is duo to ft clearer conception of
relative values in these days. Tho ques
tion is forced' upon people of religious
sentiment why food is more to be con
sidered blessed than clothes, or books, or
a dozen other good things.. „ The result is
that sucli religious customs fall away al
together. Homo life is certainly none
the sweeter, unless some substitute can
bo offered. American homo life is too
hard and business like. Perhaps the cus
tom of the Norwegians to dance on tho
green sward after meals would be more
to our ■ taste and improvement. Better

and low or wet places within the
limits of the city of Brunswiok, a
nuisance, and to provide for the
abatement of same.
Section 1, Bo It, and It hereby ordained by
tho Mayor and Council of tho city hi Brunswick,
p&ssago of this Ordinance, the allowing pools of
lot of land, within the limits ot said city. Is dcti
mental to tho public health and safety and Is
hereby declared to be a nuisance, and each and
every owner of any Jot in sold city upon which

upon tho Clerk and Treasurer aforesaid shall Is
sue an execution against tho lands and tene
ments, goods ami chattels of tho owner or owners
of said lot, for the amount so expended by the

and collected by the Marshal, by levy and sale,
