The annn.it) convocation of tilt* ecclesias

last Saturday night. There were present,
as we are informed. “'**7 delegates, oitjy
about one half of .the Churches of the State
being represented. We are not aware that
m.y particnlar business, of general interest,
was transacted, but aHtta ordinary duties of
the meeting were. 1 attended to with great
harmony and brotherly kindness. It is by
| no means strange that the Presbyterian
I ChurcfTof (reorgin. with its high toned min

so great moral worth, shouldbc rapidly incrans
r nig both in strength and numbers., This
1 Church is among the foremost in educational

It is gratitiing to our citizens to know that

ms SOUTH CABO IMA BANKS.
.
l’he Comptroller General of South Caro
lina, in his annual to the legislature,
which convened on Monday last pitches into
the banks in rather a savage manner. We
find the following extract in the Columbia
Times:— Con*ti/ntionali*t.
“ The remedy is in the bands of the legisla
ture. and notwithstanding the arrogant claim
of the private banks, that they have power
under their charters to do as they and are
not amenable to’ the public for their acts.
There is little doubt but the courts of the
State wouldsoon briug them under the law
of the land, and teach them to know that
they are public institutions with certain pri
vate rights, and that they are at least not om
nipotent to do evil. Whatever remedy, he
says, the legislature may npply to arrest
their abuses, should be prompt,. sharp and
severo.
“If the full measure of punishment was
meted out to tlieni that they deserve, there
is not one of the now batch of banks char
tered in 1852, but as richly deserve a
forfeiture of their charters forthe course
they have pursued, as any political traitor
ever merited decapitation for treason to
his country. They have prostituted tfie
former well-tried nnd legitimate system of
banking in this State to one of mere
speculation in exchanges; or in othej; words
have changed the legitimate system of bank
ing, aud their banks into mere shaving shops ;
and at their own counte-rs, or through their
agencies at every point iu or out of the
State where there own, or other citizens?
paper or sight drafts, or drafts ‘on time, can
be bought on spechlation, until tbeir opera
tions would shame the denizens of Wall
street in New York, or the Bourse in l’ar
is.
The press, published in Philadelphia by
Col; John W. Forney, has the following
letter from its Washington correspondent
Washington, Nov. 11. 1857.
” It is rumored that Mr. Buchanan, in his
first Anual Message to Congress, will take
bold ground on, the currency question; that
he will rc-affirtn the principle laid down so
clearly in his celebrated speech on the Inde
pendent treasury bill. Ho believes that it
was the iiitentiou of the framer? of the Con
stitution to establish a hard money currency
and that the action of Congress since has
been a steady departure from that intention.
it. will be his object, then to retrftce the false
steps taken and to bring the Government
back to the true ground.
“ The issue will be madtfin the next Con
gress, whether State Banks have the Consti
tutional power to issue circulating “promises
to pay.” There will be a large party
to take the .negative of the argument, who, i
will not, it is said, yield until a decision lias
beeu given on the question by the Supreme
Court of the United States. A gcueral
bankrupt law for the Banks will he presented
for action. This will prsvide a fixed legal
course for putting into liquidation insolvent
Banks all over the Uniou.” 1
