These aro all the matters of importanco
introduced to the Legislature up to the be
ginning of last week. We have made co
pious extracts, to show that the members
went to work at once, and have beeu active

On Tuesday the 9th inst. a resolutiop .
was passed in the House of Representatives,
inviting the Hon. Wm. H. Stiles to a seat;
and subsequently the use of the hall was vo
ted to that gentleman, and it was announced
that he would address the members oi the
Legislature and others present on that even
ing at half past seven o’clock.
Subsequent'information gives us to under
stand that Mr. Stiles addressed his fellow
citizens upon the politics of the day, and ac
quitted himself in most masterly style. He
is capable of all that. There are but few
gentlemen in Georgia superior to Mr. Stiles
in chastity and beauty of oratory or more el
oquent in style.
ty On Tuesday the 9th, in Senate, Mr.
Browning introduced a bill for incorporating
the Atlantic &, Gqlf Railroad Company and
for the issuing of the remaining $500,000 in
bonds.

on Tuesday the 9tb inst., the House refusing
to consider the question further.
[y Alexander M. Speer, Clerk of the
House of Representatives of the Legislature
of Georgia, resigned his office on the 10th
inst. on account of other pressing engage
ments, and Mr. Shropshire, his assistant, was
installed iu his place.

the Supreme Court was, on Wednesday last,
in Senate, laid oh the table.

was laid on the table, in the House of Rep
resentatives, on the same day, for the balance
of the session;
ITT be bill forming anew county from
Lowndes and a portion of Thomas counties,
to bo called Brooks, county site Quitman,
passed the Senate also on Wedncseay last.

State to the Macon and Brunswick Railroad
Company was made the special order, in the
H ouse, for Friday last.
THE CONDITION OF THE ENGLISH LABORER.
According to some of the British journals, |
“tlic condition of a large portion of the En
glish laborers is truly deplorable. They can;
with great difficulty earn the means of sub
sistence, while their social comforts are few
and far between. Various efforts have been
made to produce a change, but thus far with
little success. The Northern “Times,” pub
-lished at Liverpool, takas up the subject in
detail, and in the course of a sympathetic ar
ticle, says:
“ We 1 mast of our abhorrence of negro ala- !
verv ; wc romance, wo moralise, and we ac-1
tually weep over the tales of African suffer
ing, but we cannot afford a passing thought
for the millions of white slaves who consti
tute the masses of our laboring population.
What arc these in reality but mere animated
machines? —employed only because it has;
Dot been possible, as yet, to discover others
to supersede them. As their employ merit
has been the result of necessity, aud not of
choice, the great object of the employer has
been to tax the physical endurance of the
employed to its utmost limits, and reduce the
rate of remuneration to the lowest minimum.
Unfortunately the fierce competition of trade,
and the unusual overcrowded slate of the
labor market, combined to render this state
of things apparently inevitable.”
This is,lndeed, a lamentable picture. Butt
the case is similar, we fear, to a very consid
erable extent, in other portions of the world, ;
and even in this country. There are few j
among the laboring classes, howevereconom- i
ical and industrious, who even secure more
than a living for themselves and families.—
Their lot is one of excessive toil. Those
who are skilled in some particular art or craft,
can of course do better. But the mere labor
er, even in his best condition, has a hard task
before him. There is, moreover, too little
sympathy felt for this particular class. Their
wants, their enjoyments, their recreations, 1
are rarely considered. They are regarded
as mere hewers of wood and drawers of
water, and are treated accordingly. How
rarely, indeed, do we hear of any ijiovement
intended to elevate the social condition or
extend the social enjoyment of the merely
working classes? Even philanthropy seems
to look upon them with indifference or con
tempt. But thisjsbould uot be. >Tliere is a
reason for all things, and due consideration
should bo felt for every member of the hu-j
man family.
Tbe Albany Patriot of the 28tb inst., re
ferring to State aid to railroads as one of tho
subjects which will engage tbe attention of
tho Legislature at its approaching session,
says:
“ Tbe road from Macon to Warrenton is
not less important. The State by all means
should lend its aid iu the construction of this ;
great liuk, a link which would connect an al- j
most unbroken chain from New York to New
Orleans. We need a diiect’Sputlet to tho j
Charleston port, and an opposition line to
the Central road, for already the burthens of
the latter are felt by the people, and our mer
chants are daily complaining of the delay in
forwarding their goods aud merchandise i'rpm
the depot at Savannah. Wo are ‘info'fmed
by many, that their goods have been recetv- !
ed at the Savannah depot bfohght by ves
sels, and the same vessels returned to
New York, re-loaded, returned to Savannah,
and found its former cargo remaining at the
depot. Such delays are intolerable and over
bearing, and wo can ofi’er for them no rea
sonable excuse. With such a state of things,
we cau but regard an opposition line as ab
solutely imperative. .The increasing trade j
and the progress of the times demand it, j.
and as our citizens in South-western Geor
gia are directly interested in this measure,
we trust they will make an active and ener
getic defence for aid iu its construction.—
There are other roads of merit we could
here speak of. but tho whole matter will no
doubt be brought before tbe Legislature and!

WE, the Grand Jurors, sworn, chosen and se
lected for the present term of the court, re
spectfully tender the following as our general pre
sentments:
We are perfectly aware that crime demoralizes
| society, but we congratulate the people upon
the decrease of crime in our midst: alid by a
; vigilant and energetic prosecution of those present
, ed, we harbor the hope that we shall live to see few
offenders of the penal laws. ‘
We recommend tothe InfcriorCourt theenforce
: ment of the road jaws; that is, so far as to have all
; our public roads cut out at least twenty feet wide
and the low: and impassable places causewayed six-
I teenfeet wide, and that said court see that good
| bridges be erected and kept up across the water
; courses necessary to the convenience of the citi
! zeus and traveling public.
We request our members of the legislature (now
in session).to aid in the passage of a law', changing
the constitution, so as to place back the electpns ol
the Judges of the Superior Court aud the Solicitor
j General to the legislature.
We further request oureuembers in the legislature
to use their efforts aud siffiport the passage of a
bill, changing the constitution, so as to give the So
licitors General a salary of fifteen hundred or two
thousand dollars per annum, aud that all the lees
that they are now entitled to in criminal cases go to
the respective counties to aid in supporting such
counties.
We further request the passage of a law giving
each grand and petit juror one dollar per day for bis
aerr ices.
As the spring term is the time for the exaniiDa
j tiun of the public records aud .recommending the
i assessment of taxes, wc forbear making any mention
j of these subjects.
We request otlr Sheriff 1 to have his advertising
done in the Wire-Grass Reporter of Thomssville,
i Georgia, us that paper has the largest circulation in

A PROCLAMATION.

WHEREAS, it liae pleased Almighty God, to
smile upon us, as'a people, much mercy,
during another year; to crowu our labors with rich
blessings, to protect and preserve us from war, hun
ger aud pestilence, and to pour out bis holy spirit
upon us in copious showers. Aud whereas, these
manifestations of His protecting care and loviug.
kindness, admonish us of the debt -df gratitude,
which we, as a people of a great State, owe to the
Giver of every good and perfect gift, and of our
duty to be humble and thankful, renderiug praises
to His great name, “iu psalms aud hymns and spir
itual songs, singiug aud making melody iu our hearts
to the Bold, giving thunks always for all things.”
I do, therefore, issue this, my Proclamation, set
ting apart Thursday, the 20th day of this present
month, as a day of thanksgiving and prayer. And
I do, earnestly invite the different congregations
composing all the religious denominations of every
name in this estate, to meet at their respective places
of worship, on that day, and unite iu returning
thanks and singing praises to our God for His won
drous works in tho past, and in fervent prayer for
His protectiug care in future, remembering that
tho Psalmist has said “ Let the people praise Thee,
then shaif the earth yield her iucrease, and God,
shall bless us.”
