salaries of ber officers, tbe per djero of her
legislators, the moucy due the several coun
ties for school purposes, together with all
her other Kabilities, in gold and silver. Os
course the system should go into operation
gradually. This, in connection with the pro
hibition of the circulation of small bills,
would keep cut of t|ic banks and in circula
tion among tbe people a large amount ol
coin, placing tbe currency upon a mncii more
■olid specie basis, making the people more
independent of banks, and enabling them
to withstand -the shock with much less inju
ry in case of a commercial crisis and bank
suspension. It is believed that no serious
inconvenience could result to tho tax-payer
from such a law, as the gold and silver paid
into the Treasury by those indebted to the
Btatc, would be returned by the State in
the payment of ber debts due to her credi
tors, and would again go into circulation
among tho people. Should any inconveni
ence be apprehended in the transportation of
specie from tho treasury to the creditor, pro
vision might be mado authorizing certificates
of deposit to be issued, which might be paid
to the creditor at his request In place of tho
coin. These certificates of,deposit might be
of such denomination as the legislature may
prescribe, handsomely engraved upon steel
plates, which plates should bo deposited in
the Troasnry lor safe keeping. Each certifi
fcate might bo signed by tho Treasurer and
countersigned 7 the Secretary of State,
with the impression of the great seal of the
State stamped upon it, and a register of the
issao of ench kept in the Treasury to pre
vent counterfeit. The certificates might be
made payable to the person.to whom they first
issue or to bearer. They should supply the
place of bank bills so far as the convenience
of paper currency arc concerned, while they
Would be subject to none of the fluctuations
of value and the uncertainties of bank bills.
They would be taken at the option only of
the creditor in place of gold and silver. The
gold and silver, dollar for dollar, would, when
they were in circulation, remain in the vaults
of the Treasury to redeem them when re
turned to it. These certificates, thus predi
cated upon coin in the Treasury, dollar for
dollar, would be receivable in payment of
taxes or of any debt duo the State. They
w ould be a safe medium of exchange, and
would, to tho amount of their issue, be a pa
per currency at all time convertible into gold
and silver upon presentation at til© Treasu
ry. Eaeh dollar of paper would have for its
basis a dollar of specie in the Treasury, and
as tho faitli of the State would be pledged
for their redemption, it would bo impossible
for any citizen to sustain loss upon them.—
They would boa currency at all times
and under all circumstances of uniform par
value. This would render tho government
of the State entirely independent of all banks
and bank agencies, aud would in a very
great dogreo destroy the power of tho banks
over the people, while it would give the peo
ple gold and silver change in all their smalt
transactions, and a paper currency perfectly
6ecufe in many of their largor ones.
The suggestions made by the Secretary of
the Treasury of the United States, (Mr.
Uobb.) in his late report to Congress upon the
subject of tho establishment of a Sub-Treas
ury system by tho States, similar to that of
the United States, and the prohibition of the
circulation of bank bills under tho denomina
tion of twenty dollars, arm-in my judgement,
founded in wisdom, and commend themselves
to tlie serious consideration of the legisla
ture. The State of Ohio lias already shown
hor appreciation of the wisdom of these sug
gestions, by transferring much of their sub
stance to her statute book, allowing sufficient
time for the gradual inauguration of tho sys
tem into practical operation.

I AM aware that in presenting my PLANTER to
the public, I have to contend with the prejudices
created by the failure of other inventions for the like
purpose. I flatter myself, however, that uiy PLAN
TER will perform the work proposed, in a satisfac
tory manner. lam strengthened in that conviction,
by the opinion of nearly all the PRACTICAL IAR
MERS of Thomas and adjoining counties who have j
examined it; and the judgment of the members of |
the Patent Office, who pronounce it to be by far the
best PLANTER that has ever been presented to
them.
It is intended to plant Corn and Cotton, and tn
sow grain of all kinds. For sowing Wheat broad
cast arid harrowing in at the same time, it cannot be
equalled. It can be used for putting out Guiana,
either by strewing or by putting any desired quanti
ty at any given distance The distance proposed to
drop'the seed is graduated by the number of cogs
and the quantity by the size.
A glance at the PLANTER shows the amount ofla
bor saved by its use, and the nature and accuracy of
the same. A man and horse lays ou tthe row, drops
the seed and covers it, in the same time and with
the sume labor that it takes, in tbo usual way, to
lay out the row. The aid given by the wheel ren
ders it equally as easy to the horse 4s a single plough.
It being impossible for ANY ONE MAN to bring
it to the notice of every farmer, or to supply the de
mand when exhibited, I propose to sell tiie right to
any State or county, or number of counties, that
any one may desire, and at ratej that the purchaser
w ill make money. I trust no one will condemn
without an examination, because it is the invention
of a Southern man. If, however, alter examina
tion, they reject it, I have nothing to sny.
