Washington, April 11.—Out
of the present turmoil of prepar
ations for war and striving for
peace the United States will
emerge, whether the climax be
war or peace, with many useful
lessons learned. There have been
strange rumors, emanating from
high places, which have been
speedily stifled, to the effect that
Uncle Sam’s ‘ready !” is a bold
bluff so far as many essential
features of a nation in arms are
concerned.
Stories have been whispered
about that guns, purchased at
great cost, are useless because
the carriages, without which the
guns are no more formidable
than bean shooters, have not
been provided, and cannot be
got ready in time, should war be
declared in the near future. The
strength of our fleets has been
enlarged upon, and the most
made of (lie fact that we are
more than a match for Spain
with our navy pitted against
theirs in one great sea fight.
But the weakness of our fleet,
I as compared with that of Spain,
has not been the subject of elo
quent speeches and lengthy
newspaper articles on this side
of the Atlantic, although it has
in Spain. It is well to face the
truth, however unpleasant it
m.iv be to this patriotic people.
We are entirely lacking in
that small but terribly effective
war craft, the torpedo boat de-

Britian, the leading naval na
tion of the world consider this
type of fighting vessel, that she
possesses nearly a hundred of

Washington, April 10.—The
Spanish government, through its
mini ter at Washington Senator
Bernabe, •»’-1 night delivered an
important < fficial document to ,
the state department stating that!
the armistice wi'h tbe queen
regent of Spain had commanded
General Bianco to proclaim today
was without conditions; that her
majestys’s government has grant
ed liberal institutions to the is
land of Cuba which the coming
Cuban parliament would develop
recalling the condolence and sym
pathy expressed by the queen
regent and her government on the
disaster had occasioned in Spanish
hearts, and appealing to the
courtesy and sense of justice
of the United* States government
to eniihhten public opinion upon
the attitude of Spain.
The note also repeats the offer
of the Spanish government to
u Im it the Maine question to ex
perts designated by the mar
itime power of the world.
This document was the official
notification of the Spanish govern
ment t<> tbe Uuibd States of the
granting of an armistic and’its es
sential terms. Minister Woodford’s
dispasch last night etated briefly
the fact that tn armistice hud been
agreed upon, but it was not com
municated as c<ming from tht
Spanish government.
Yesterday’s communication
cleared misapprehension on the
mos* vital point of ‘‘pain’s con
c» ssioii, namely tl at the armistic
was without conditions. The
note was received by the State
department a<ter the first cabinet
meeting held last night. Although
the Spanish note was surrounded
with the usu d secrecy of official
negotiations, the following sum
mary of contents was secured.
“The Spanish minister inWashing
ton, deeply impressed by the nu
merous errort which to have
obtaiued credit in public opinion
in America in regard to the Cuban
question, considers it his duty to
call again the attention of the
Unit’d States to the following
points:
“1. Her majes*y, the queen
regent of Spain, desirous of end
ing the troubles w hicb are desola-
I ting Cuba, has commandsd a
suspension of hostilities. General
Blauco has been ordered to pro
claim today an aimistic without
conditions. He will determine
later the duration and details ot
the armistice so as to carry out
the generous intentions of her
majesty and the withes of the
friends of peace,
“2. Her majesty’s governmen
has granted to the island of Cuba
institutions as liberal as those en
joyed by Canada under the Britisl
flag. The Cuban chambers will
meet on the 4 h of next Muy. I'

Seattle, Wash., April 11.—
Later details received here to
day from Alaska increase the
horrois of the avalanche on the
Chilkoot pass instead of lessen
ing them, Sixty-nine bodies have
been thus far recovered and the
names of 150 missing has been
reported as unaccounted for.
It is barely possible that some
of these had succeeded in cross
ing the pass before the avalanche
occurred. A conservative esti
mate is that between seventy
five and 100 persons were killed.
A fact that lends horror to the
fearful tragedy is that it may
never be known with any degree
of accurracy just how many
lives were sacrificed, who they
were or where they came from.
Many a poor fellow lies burled
where no human aid can reach
him, and bis remains must rest
until the summer rain melts the
tons of snow and ice under which
he lies buried.
NO RECORD KEPT. .
Upon the crowded trail no
record was kept of the living
mass of humanity braving hard
ships and facing death itself in
the mad rush for gold. In the
proces.-ion that daily passed were
people from* all parts of the
world, unknown to one another.
The work of rescue has con
tinued night and day ever since
last Sunday, being gradually
more systemizi d and consequent
ly meeting with better resultts.
Thus far work has been confined
to the outskirts of the slide in
the hope of rescuing those who
are injured but not yet dead.
The main body of the avalanche,
which is estimated to be fifty
feet deep and 150 feet long, has
not yet been touched. If there
are any bodies underneath they
cannot be rescued in time to
save life. Four men were taken
out alive after they bad been
buried for nineteen hours.
In many instances tbe bodies
of the dead are not bruised in
the slightest and appear as nat
ural as in life, indicating that
they were suffocated in the snow.
As soon as recovered the bodies
are carried to Sheep Gamp,where
an improvised morgue has been
constructed. Some have been
removed for interment or for
shipment to the states. The work
of rescue has been orderly and
systematic. A public meeting
was held and committees were
appointed to take charge of the
dead and look for the wounded.
All that can possibly be done to
relieve the horror of the situation
has been done.
COULD NOT BE FORESEEN
The accident was one that
could not be foreseen, and will
be one that is likely to happen
at any time when like conditions
exist. Although it is stated that
some warning of the impending
disaster was given by the native
Indian packers, who are said to
