ing to the fact, that no result was
reached in the discussion arranged
between myself and Mr. Mason,
relative to the merits of the two
competitive Encyclopaedias, and
to the fact that the committee
who so patiently and courteously
gave their services would not ren
der any decision on account of the
incompleteness of testimony of
fered .
And owing to the fact tint there
wtis no law nor order observed hy
the parties in discussion, thus ren
dering a discussion by the com
mittee impossible, I, the under
signed, having a desire t.o bring
the question loan issue as to the
coniparat.ve vnlue of the two en
clyclopaedias in question, hereby
challenge Mr. Mason, the repre
sentative of the Sommerville edi->
tion of the Encyclopedia. Britan
ica to a joint discussion, of fy-o or
more hours, each consuming 80
jninutes of this time alternately.
Same to transpire before a com
mittee of five, said Mason select
ing two, the undersigned two, they
in turn one, it being agreed that
no one shall be considered eligible
to that committee who have at
any time prior to the discussion,
publicly expresses an opinion.
Should this challenge not be ac-'
ceptible, I hereby challenge said
Mason to reduce his argument to
writing, I doing the same, placing
both in the hands of a committee
selected in the manner heretofore
suggested; aiso place in the hands
of said committee a set of books
each, for their use in determining
the comparative merit of each.
Or if the above does not meet
with the wishes of said Mason, I
hereby challenge him to propose
to meet in joint ducussion in some
manner wth.m may better suit his
convenience. Said discussion to
take place in the City Hall or any
public place that is convenient and
agreeable, and upon as early date
as possible.

Ths Withdrawal of Winskey From
Bond Caused a large Increase
Washington, Sept. 27 —Commis-
sioner Miller has prepared a state
msut showing in detail the col
lections of internal revenue taxes
for the past two months. The ag
gregiJie is stated to be $ >1,924,8i8
against $25,092,304 fur the corres
ponding period of 1893,as follows:
Spirits $39,705,000, an increase if
$26,468,000; tobacco,ss,o24,000 an
increase of s6ss,4so;fermented li
quors. $6,839,000 a decrease of j
$310,877-1 and miscellaneous,scß,-
995, an increase of $15,842. Os the
$39, 705,000 collected from spirits
$36,693,000 was on whiskey alone
showing that in twomontbs nearly
40.000,000, gallons of whiskey
were taken out of bonds in antici
pation of w the increased tax. It is
estimated that the montaly con
sumption of whiskey in the Unit
ed States is 8 OOO.UOO gallons, so
t:>at dealers have on hand a supply
of several months,which until.it is
exhausted will not necessitate fur
ther withdrawals from bond and
will not bring internal revenue re
ceipt up to their normal figure be
fore December or January next,

nesday, as a suspicious character. He
had a mule and was trying to Felj

This morning the owner of the

claimed his property. His name is
Walter Fry.and he lives in Spring
Garden, Ala.
Mr Fry says the mule was sto’eu

Howgate the Embezzler is Arres
ted in New York.
New York, September 28.—Capt.
Henry W. Howgate, a fugitive
from Washington, D. C. since the
winter of 1881, was arrested at 10
a. in in this city, charged wifheni
bezxlements and forgeries aggre
gating $370,000. Ho was commit
j ted to Ludlow street jail by United
State Commissinoer Alexander.

Laki to Rest.
Dr. C. I. Wadsworth, who died
yesterday at noon, was interred in
the cemetery at Antioch this after
noon at 4 o’clock, Dr. Gibson
conducted the funeral services a t
the home of the deceased. He
leaves a wife and three children,
Mr. A. C. and Misses Eldora and
Alver Wadsworth to mourn his
loss. The pall bearers were: J. A.
George, Will Johnson, Thos.
Brooks, A. B. S. Moseley, W. B.
Edmundson and Thos. Jones,
