population. We do not know who
j inspired the e articles, but we
hardly think it was any one o f
the numerous candidates for con
giess, for its advocacy would
prove ruinous to bis chances if it
became known.
Floyd county has six votes, Cobb
four, and the other eleven counties
two each in our congressional con
ventions, and this has been the
custom for years. The Rome ad
vocates of a change in this system
want the future representation to
be bused upon the party vote iu
each county. We are glad, how
ever, to see The Hustler Os Rome
taking a decided stand against this
idea, which is one calculated to
work irreparable injury to the

doing about as well as Floyd coun
ty can hope to do with her six
votes in a State Convention. F loyd
can and will continue to roll up
the banrer Democratic majority

takes to control the district con
vention, that day Floyd’s name is
Dennis.

“ play the fool,” as Bro. Byrd ex
presses it, if c he undertates to
play any such grab game on the
other counties of the district.
Floyd usually furnishes the con
gressional candidates, and accord
ingly rolle up good Democratic
majorities for him, but any county
in the diet ct can and would do
the same for a home candidate.

THE CONVICT BILL.
Yesterday the house pasaed a
conviat bi'l—a mutter with which
it has been struggling for some
time. The measure is not a'l that
it should be—it is not precisely
what the public sentiment of the
stme demands—but it is better
than no bid at all.
There has been no charge of in
humanity by the private lessees,
but the sentime it of the state is
opposed to the system, believing
that there is a juster and more
profitable solution of the penal
problem.
The bill adopted by the bouse is
an improvement over the present
system in some respects. It gives
a more emphatic shape to s'ate
supervision, and provides for the
correction of some of the evils that
have grown up during the past
twenty years. It provides for the
carrying out of the law applying
to misdemeanor convicts, and
ives the convict commission au
thority to take that class of pris
oners out of the hands of county
commissioners who do not live up
to the law.
The house bill will now go to
the senate, where it will be con
sidered, amended if necessary, and
be sent back to the house in time
to become a law before the term of ■
the general assemb'y expires.
As we have said, the proposed
measure is a distinct improvement
on the present sy s tem, and seems
to he made up of a series of com
promises between those who favor
the present law, and those who
would see it abolished. Yet the
compromises are iu the direction
of reform.—Constitutim.
