Railroads . Common Highways.—Gov
ernor Palmer, of Illinois, recently wrote a
letter to a convention of farmers at 'Blopffla
ington in that State, which is attfcacfeNP"
good deal of attention. In it' he suggests
a method by which the carrying business
of railroads may be thrown open to the
largest competition, without detriment to
the company, and to the great benefit of the
producer. This letter the Chicago Tribune
quotes, with extended and favorable com
ment. The Governor’s plan may be briefly
stated thus: There is no necessary con
nection between the ownership and man
agement of the railroad and the business
of a common carrier, and the same princi-
pies may be made to apply in its manage
ment* regulate the business of the
turnpike and canal. Railroad tracks may
be converted “ into common highways upon
which all competing parties who choose
may put and run their rolling stock, at
such prices as they choose,” paying the
company for the use of the road and the
motive power, thus giving rise to competi
tion between common carriers on the same
road, in addition to the competition be
tween the different roads. Illustrations of
this system are not wanting. The various
express companies, and the proprietors of
sleeping and drawing room cars put on
their own stock and maintain it at their
own cost,graying the road only for the use
of track. •
Experiments in Grape Culture.— The
Sun says gentlemen around Columbus con
tend that our system of culture of the grape
is wrong. One has tried the scuppernong
on trees- The kinds employed were the
persimmon und China berry. By training
the vines on them it was found they yield
ed one.third more grapes than on arbors,
though the ripening was about two weeks
later. The experiment is now being used
with French grapes on several farms. Ou
some, the husbandmen have been granted
half the proceeds. The experiment consists !
in whether the vines will not grow better j
on trees than arbors. Grapes which have
not borne in twenty years have flowered
when thus cultivated. The trees selected
have been the persimmon and China berry
which do not consume so much of the
fructifying influence of the soil as others.
Comptroller’s Report.— We have re
ceived a copy of Comptroller Bell’s report.
The manner and value of the compilation
may be Judged from the following table of
errata:
fable No. 1, page 7, amount of receipts
for the month of December erroneously
stated at “ $'83,700 89 ” It should be
(f $884,760 89.”

ry stated at “ $441,960 18.” It should be

The total receipts should be “ $2,300,-
786 16.” And, on opposite, the whole
amonnt of payments, including the balance
of “ $442,960 18,” should he “ $2,300,786 16.”
On statement No. 2, page 10, the receipts
of railroad tax of 1868, for December, are
stated erroneously at “$615 02,” when it
should be “ $1,615 02.”
On page 11, statement No. 2, the total
receipts since first January, 1869, should
be “ $2,184,090 51.”
Amidst the hurry and confusion attend

Governor, the above errors occurred, and
Were not discovered in time to correct the
ffroof. _
