CHARLESTON, March 3.—Cotton -There |
was a fair enquiry for Cotton on Safurdav, hut
negotiations were limited to about 800 halts, in
consequence of the stringency of prices. On
Monday, some activity prevailed, and during the j
dav full v 3 200 bales were sold on better terms than
could be obtained at liie close of the previous
week. Yesterday the transactions reached near j
i>7()o bales: and at the close of business, prices
ruled about ic. above those current in our pre- j
Ooits report. The sales in the three days mav ;

square bags. Two vessels have been taken up
for Havre since our last as follows, viz: 1 Jc. tor
Cotton in square hags and &T per (3(4) lbs. lor
Rice. The New York rates mav be quoted
nominally at }c. for Cotton and rdi per tierce
for Rice; in fact Cotton lias been taken on board
transient vessels at a lower rate.
NEW YORK, Feb. 27.— Cotton —The market
continues depressed and has still further declined, i
and is now considered 24 a 3 cents per lb. below
the highest point on the first of tie* present month.
We give quotations to represent the lowest sales of
yesferdad. The sales since on r last are 3300 bales, .
of which 210 J were Uplands and Florida, thus :

W e have had stormy and squally weather in
abundance, and the atmosphere is becoming quite
chilly.
There were sales yesterday of prime Genesee
brands at $7, and of Baltimore and Georgetown at
$6 624. N.
( OLUMBUS, March I. Cotton. —The trans
actions in the cotton market since onr last have
been extremely light; there seems to he no dispo
sition on the part of planters to offer the crops in
store at thedepre>sed prices.
The stock on hand here is, it will he seen, 17,396
against 18,428 bales last year; then chffflv owned
by the planters; and now it is generally supposed
that there is but4or SUOO hales unsold. The news
per Cambria bas had no effect in New York, upon ,
cotton, as orices were firm at those current prior**
to her arrival. We quote 8 to 9;c.
MOBILE, Feh. 27.— Collon. —The receipts since
last Friday are 16,645 bales, and ihe exjtoris 4.U36. •
Tbe stock on hand and on shipboard not cleared is |
175,277 bales, against 177,024 bales same nine last I
year.
The market closed on Friday last with a good
deal of heaviness; middling cottons were quoted
at 94 a 10c, and the Liverpool accounts to the 19ih
Jan. were but imperfectly reported. They were
received in full the next day however, and buyers
and sellers meeting rather more freely, 2500 bales
changed bands at a small reduction on our last
quotations. The transactions of Mum ay were
more limited, factors reluctantly assenting to tlie {
further concessions demanded, and many of them i
refusing to offer llieir samples. About J5l)0 bales
changed bands at rather easier rates. Un Tues
day there was a more general attendance, and
some 3000 bales were tanen, middlings averaging j
about Die. The mail of Wednesday brought un
favorable accounts of the condition of the .V York
market, and about 2500 bales were disposed of at
rates a little more in favor of the buyer. 'The mar
ket opened on Thursday with a good inquiry, but
towards the close of the day it stiffened tip so as
to limit the. sales to 2000 bales. The sales yester
day reached only 800 hales, buyers and sellers
awaiting the news from Europe to the 4th Februa- :
ry, now fully due. Some of the. largest holders re
fuse to otfer their stocks.
Tbe low rates of exchange, the advancing
freights, and the drooping aspect of must of the do- ;
raestic markets, have exerted an influence in de- 1
pressing prices, and limiting transactions here to I
some 12900 bales. The principal business has been
done on English and Continental account. In
giving the quotations below, we have to remark
that our outside figures indicate the ruling rates of
the principal closing transactions of the week,
though sales in some instances have been made at
our inside quotations:

Freights. —For want of vessels, foreign ship

paid for a small lot yesterday. Some few thou
sand sacks of corn were shipped to the same port
on Thursday at 24d per busliel. Coastwise, a
bark and a brig have commenced loading for New ,
York, with a portion of their cargoes engaged at

tonnage in port continues unusually light for the
season.

260 hales, the only list transpired—factors asking
high rates—some inqury, but parties generally
waiting the news.

Molasses.— No change; sales 600 bblsal 29 a 291

If there ever was a t ime w ben more than ordina
ry firmness w as required on the part of the holders
of this article, it is the present. A brief glance at
the present aspect of the trade in it, will suffice to
show this. Those whose interest it is to get up a j
panic, to cry “wolf,” in order to buy cheap, to re
duce prices within their orders and scales of ad- I
vances, will seize upon the present moment to
depress them, and alarm the holder, to w horn we
would say, before becoming a dupe to the panic
which English spinners and English commission
houses, with the small fry that take their cue from
them, are endeavoring to create, pause and look
around you, and profit by the experience of past
years—of last spring, under the depression caused
by the breaking out of the Mexican war. Act with
the firmness that.then characterised many of the
holders of Gotten, and ships and orders will both
come to the relief of the South. In the mean time,
we , w ® u H ask what is the use of a Banking system,
and °f V' e , 4^ r S e access of capital to the United
states, if “aid and comfort” cannot be afforded
ttr * bmttcd period to the merchant and planter?
i he production ofCottonmcxt year, supposing that
the season he as favorable as any since it* intro
duction to this country, car not under any circum
stances exceed 2,5tK),<)00 bales. The physical force
of the country, south, cannot gather a greater
amount, supposing that the present prices of grain
and sugar do not divert ten per cent, of its labor
from it—an i establishing this as tbe maximum,
every bale will be required for the consumption of
the world. Short time has been tried in England
and abandoned, as a systematic and combined
effort could not be carried out; the small stock of j
goods and yarns, ami the steady demand, wasa i
temptation "ihe cupidity of ihe, English manufac- j
mrer could not resist; for tic* doubtful contingency |
of breaking dow n prices at home with a limited
supply of ra w 'Gotten.
How stands the case with those who usually seek i
consignments from this side to Liverpool? Hav- ;
ing exposed themselves to the suspicion of sacri
ficing their American consignors, by selling out at
low prices from April last until October, to "men \
of straw,” their own stool pigeons, they (and the :
houses arc as familiar as household words to every 1
cotton operator,) give a farther color to the suspi- j
cion, bv offering such meagre facilities now for j
consignments, as warrant the. public in believing
that they expect by tiiis course to effect a double !
object—keep tip prices at home until their stocks J
are disposed of at hiuh prices, at the same time J
check importations that will compete with them.
Are American merchants and planters again to be I
duped by so shallow an artifice? it is to be hoped i
not.
Thi s is the centre of a large crop section and !
where we three months since expected to get 70 or |
75,* 0t) bales, it is extremely* doubtful, from the 1
paucity of the weekly receipts, whether we shall (
get 60.000 hales, or whether tlie exports of the river
will ex eed those of !a-l year.
Fmm sources that are entitled (o great credit, it
has been ascertained that the quantity of Cotton to
go forward to the Atlantic ports at this time, will
not exceed that of last year—tins, added to the re- |
cpipts. would give ab"iit 600,000 instead 0f630,0. 0 j
bales, at w hich the receipts have been estimated— |
and here it maybe remarked, ihat.su/iicient alien- j
linn has not been paid to th*> fact, that the short |
crops of grain in Georgia and Carolina in 1845 and j
’46 necessarily diverted a larger propori ion of sol ,
and labor from the production of Coll r; than in 1
ordinary seasons.
At ."Mobile they write that the Cotton now to !
come forward is mainly upon the Bigbee and
Warrior rivers—the boats from the Alaoinii now
corning in with only parrs of cargoes. This is con
firmed by information from Montgomery, where
the streets present a paraih 1 to ours, and w here
they have a slock of only 5 or 6.0U0 bales.
The recei is at Mobile are estimated at 370,090
bales. We now torn to New Orleans, emphatical
ly the place where the question of the c rop is to be
determined, and we heir of no increase of the gen- ,
eral estimate of 70' ,0-10 bales; ihe salt!** causes
that have carried Cottons to market early in the I
Atlantic ports, have been in operation there, and
the heavy receipts now coming in are doubtless i
brouglit lo market by the late high prices.
A liberal allowance for any error in under esti
mating their receipts w ill he 1)0,000 hales, and
51,000 hales fi r Mobile, and the estimate ol the

There arc few men in the South willing to admit
that the crop w ill reach the above figures, or to ad
mit that the p-ice of Middlings at the ports can be
kept below 10 cents for any length of time, al
though shi uiiiig facilities, exhange, high prices of
bread stuffs, and John Bull himself be arrayed
against it.
'l iie Sarah Sands brought information that for
ty ships sailed for New Orleans between the 4th
and 20th January. The Cambria also brings in
' teliigence of many more, with a decline in bread
stulls that will check the heavy exports of g ain i
and flour,and cause the shipping interest to turn
, their attention to the slocks of Cotton in the pur;s j
I waiting shipment.
{ The New York Express says that ICO ships are
I engaged anti on their way to the Coif of Mexico, j
I in the service of the Government, soon to be. dis- j
charged, an 1 wdl enter the Gulf ports for freight-’,
while many that left those purls in the fall arc on
llieir return.
For a month the holders of Cotton may require
some indulgence fiom the Banks. Shall they not
have it ? or must they he sacrificed to in el short
paper and pervert that sound law of political ec< n
omy “SUPPLY ANT) DEMAND.”
