orful federal leaders as 'Webster, Adams, Clay,
sml a host of other able and influential men,
•nhom again and again he has met and repelled
in their concerted attempts upon the consti
tution, and the rights of the States?
Strike out of the Democratic vocabulary
Free Trade , and Independent Treasury, and the
VETO POWER, as it stands; —Let them aban
don their opposition to Distribution, and the
attacks of the abolitionists upon our domestic
institutions; let them give up their watch
words of Economy, Retrenchment, No Debt,
and A Strict Adherence to the Constitution;
and what would the Democratic party of Geor
gia be? Nothing but an unprincipled combi
nation of men for public plunder, whose only
object would be victory for the sake ol the
spoils. To whom among us all arc we half so
much indebted, as to Mr. Calhoun, for the
maintenance, advocacy, and establishment of
these principles r When others would come but
half way to the mark, he was always tip to it.
The history of his public life for the last ten
years is nothing but the “philosophy teaching
by example” of these great questions, which
he has so elaborated and interwoven into the
Democratic faith as to make them one and in
separable. Who, more than he, lias contri
buted to one party a local habitation and a
name, and principles, which like a beacon, in
all time to come, will distinguish us as demo
crats and patriots? Run your eye back to the
close of Gen. Jackson’s administration, and
the commencement of Mr. Van Buren’s. See
how a United States Bank, and the Pet Bank
system, a judicious tariff, incidental protection,
and free trade, and uncertainties and doubts
a.- to the power of Congress to abolish slavery
in the District of Columbia were all afloat in a
sea of shifting politics —rari nantes in gurgite
rasto —with no power in the helmsman to moor
his veering craft, or to steer her in safety
through the dangers and difficulties of Scylla
& Charybdis. The vessel of State was driving
head-long with a spanking breeze, which stif
fened to a gale, upon the rock on which the
Pet Bairks had just foundered; the officers had
piped their last whistle, and the gallant patri
otic crew, W6rn-out by their constant efforts
and evolutions, were lying on their oars, gaz
ing in despair, at vacancy. At that critical
moment a flag was run up on whose broad
folds were iiiscftbcd an Independent Treasury.
A pilot springs on board; the deck is cleared —
the old, worn-out, tattered flags that had, in
their, day, flaunted a United States Bank—the
State Banks—a judicious tariff, and incidental
protection, were committed to the deep; all
“doubts” and “uncertainties” were dispelled;
and that same pilot, standing at the helm with
his Eagle eye and Lion heart, firm and concen
trated in the loudest of the storm, with the
Constitution for his chart, braved all perils of
the sea, and brought the gallant barque, with
her devoted democratic crew in honor and
safety to her port. And there at her mast head
were flying, and are yet flying, Free Trade;
Low Duties; No Dkist; Seperation from
Banks; Economy; Retrenchment; and a Strict
Adherence to tue Constitution!
“Conic read me my riddle ! come hearken my tale,”
“ And tell me the craft of bold Allen-a-dale.”
A few short years have elapsed;—the party
thus served and saved, at its uttermost need,
is now in the full fruition of its victorious
principals, but the man who was then wel
comed as its trusted pilot and “able champion”
in its time of greatest peril and difficulty, is
now to be pronounced “out of the line of fire,”
and not a member of the Democratic party !
I could not have made such a declaration.—
Truth, honor, gratitude forbade it; consisten
cy, actual, literal consistency would have
sealed my lips, and silenced the aspersion. If
Mr. Calhoun is not a member of the Demo
cratic party, who is ?
But, my dear sir, I fear I tire you by the
sength of this letter. Pardon me for the intru
sion, and rest assured that while I am confident
I could not have used the words ascribed to me,
I have not the slightest doubt but that your
error was wholly unintentional, and perhaps
attributable to some unfortunate defect in my
mode of expression.

TO alter and amend the third section of the se
cond article of the Constitution of the State.
Whereas, The Third Section of the Second Arti
cle of the Constitution of this State reads in the
following words, to-wit No personsh&ll be eli
gible to the Office of Governor who shall not
have been a citizen of the United States twelve
years, and an inhabitant of this State six years,
and who has not attained to the age of thirty
years, and who does not possess five hundred
acres of land in his own right within the State,
and other property to the amount of four thousand
dollars, and whose estate shall not on a reasod
ble estimation, be competent to the discharging
his just debts over and above that sum —and
whereas, said property qualification is inconsist
ent with the genius of our institutions and the
popular spirit of the age—
Section 1. Be it enacted by the Senate and House
of Representatives , of the State of Georgia, in Gen
eral Assembly met, and it is hereby enacted by the au
thority of the same, That so soon as this Act shall
have passed, agreeable to the requirements of the
Constitution, the following shall be adopted in lieu
of the Section above recited, to-wit > —No person
shall be eligible to the Office of Governor who shall |
not have been a citizen of the United States twelve
years and an inhabitant of this State six years, and
who hath not attained the age of thirty-years.—-
