NO REBELLION.
Mr. Cleveland sliup ■when, at
t’do chamber of commerce banquet, he
alluded to the time "when the gov
ernment was thontened with armed re
bellion," . Tin- Richmond Times takes
him kindly to rust? thus: "The south
was not In rebellion ugnlnst toe gov
ernment. The confederate states exer
cised their right as sovereign states
to quit the union and set up a govern
mont of their own. They did not
propose to make war upon tho United
States government nor to storm tlm
capital at Washington. They propos
ed to set up a government for them
selves, as they had the constitutional
right to do. and they armed them
selves and fought because the troop:
of the United States government un
lawuflly and maliciously invaded their
territory. There was no rebellion
about It, and Mr. Cleveland knows it.

ANOTHER DEMURRAGE CASE.
At. Paris, Hi., the old queHi-n of the
right of a railroad to enforce a claim
for demurrage by Hen upon the
lumber involved baa again come up
and been decided against the railroad.
In this case the Propst Lumber Cos.,
of Paris, received a carload of lumber
but did not succeed in getting it un
loaded within the time prescribed 'ey
the railroad. Consequently a charge
of $1 for demurrage was made, which
the company refused to pay. The rail
road thereupon seised the car of lum
ber upon which it claimed the cnarge
was a lien and held it. The lumber
company sued for the value of the
lumber in the car in the circuit court,
without, jury, the arguments being
made on the legal aspects of the case.
The court, upon the conclusion of
the arguments, promptly gave judg
ment In favor of tne lumber company
in the full amount of its claim, sr,B2
presumably in conformity with the
ruling of the supreme court, of the
state, which declares that demurrage
Is In the ature of a chaige for storage
which is outside the province of the
railroad company to enforce by lion. 1
The subsiance of decisions has been
(hat In order to collect a demurrage
charge the railroad company must pro
ceed hy suit, it is,, also to be Inferred

tents and a charge for that, storage

Not many people in Georgia are
