PThe bill makes no provision for free
i banking, and balances this concession by
“ omitting any stipulation in reference to a
i return to specie payments. It professes
i limit the amount of legal tender
■ueato $382,000,000, by sanctioning the
sue of the reserves whioh increased
amount outstanding to that figure ;
inasmuch as this provision merely
I recognises an existing faot, and one
[ brought about by the notion of the Ad-
I ministration itself, it is thought that the
I President can hardly urge that there is
[ any 'inflation’’ in this. The “re-distri-
bution” feature can hardly afford tuuoh
relief at any time, and olearly none at
present, beoauaa time will be required to
effeot the transfer. Probably the only
present "relief” promised by the bill is
to be found in the provision relessing the
Banks from keeping on band a reserve on
aeeountof circulation.
The synopsis whioh wa copy below is

York Tribune:
The first five sections of the bill report
ed are nearly identical with the bill re
ported by the previous Conference Com
mittee. The provision in aeotion 7 of
that bill, limiting the amount of legal
tender notes to $382,000,000, is retained.
The three other aeotions of the bill are
almost identical with the bill transmitted
to the Committee on Banking and Cur
rency by Mr. Knox, the Controller of the
Currency, on the 3d of February lest, ex
cept that the present bill provides for the
redistribution of $55,000,000, instead of
$25,000,000. The bill also differs from
the previous conference bill in striking
out all of the bill referring to the retire-
l ment of legal tender notes as National
E Bank notes are issued, and the redemp-
I tion of National Bank notes in coin or iu
( United States bonds at any future period.
The bill provides for the redemption of
national bank notes at the Treasury in
nounts of $1,000, and at ths eonnters
' the banks upon presentation, but abol-
shea the present system of redemption

be redemption of national bank notes in

The present bill releases the reserve re
quired to be held on account of eircula-
Uon. The average amount of cash re-
laerve required to be held for oiroulation
f by National banks ie estimated to be about
[ $30,000,000; but the National banks on
f the 1st of May last held an excess of o.utb
[ reserve on oirouletion and deposits of
' about $48,000,000 over the present re.

that, even with the repeal of this provi
sion, the banks in the aggregate, will
continue to hold au excess beyond its re
quirements, so that the total amount < f
reserve released by the operation of the
bill will probably not exceed $15,000,000.
The amount of National noteB in circu

the assorting and return of these notes to
Treasury for redemption, and it is
