A RADICAL RAlirlSTO.
A committee appointed by Republican
Congressmen for the purpose htve lsened
a long address to the ooubtry, which is in
tended as s kind of declaration of the to-
ones to be deolded in the eleotlone of
thia year. It la mainly defensive, eon.
treating the legislation and administrative
oondnot of Republican Oongrasaca and
Presidents with thoae of the Democratic
party, aod contending that the Republi
can ia the only party that can auoocaafally
grapple with the great queatlOM yat to be
decided.
The addreee refers to “three great la
bors" yet to ba performed, but it indl
cates the position of the party upon only
one of them. These “labon" are the
management of the Curroncy question,
lbs Civil Rigbta bill, and the Cheap Trans
portation problom. In referenoe to tha
Currency, the addreee admits that the
Rapublioan party ia not agreed, end docs
not see dourly the right wey, but eaya
that the Demooratio party is in the eeme
ilx. It encouragingly aaya that “token
tho Republicans discover tha true
way, (hey will putoue it" Aa
regards the modes of securing
cheap Transportation, it is equally non
committal. It allndea apaoifloally to tha
various plans and improvements proposed,
uud does not endorse either. It wye,
however, that “if the National Govern
ment is to do anything whatever to
ehoupeii transportation, only the Repub
lican party can be relied upon to do it.
The Demooratio party has forsworn nil
such labors." On the Civil Rights qnea-
‘ tion it takes a more decided atend, aa fol
lows i “The fourteenth amendment to
the oonetitution ia not yat eoforoad by
appropriate legislation. Millions of
Amerioan oitiaeus are denied even tha
oommou law rights of locomotion beoauso
they are black, (which is falsa, aa the
weekly great excursion parties of the ne
groes in Ihs Month are alone sufficient to
ahow.) If such wrongs ars to be ra-
dreaead, tho Republican party alone can
do it.”
It is plain that, in spito of all it* boaat
and blustor, this manifesto amounts to n
decided letting down of the MM par
ty from it* stilted superiority. It ia the
first uddroaa of the kind it has considered
necatary to make since 1888. Then it
evades a position on every prominent
question but one j admits that the parly,
though it ia in power and ia looked to to
take aotion on then questions, is divided;
and attempts to justify thia division and
irresoluliou by the toonta that the Demo
cratic party, which ia not tha govataing
or administrative party and is therefore
not called upon to act, ia also divided!
Howe, Chandler, Edmonds, and the other
leaders who have issued this address, see
the handwriting on the wall, and ita irres
olution and evasion are only the smiting
together of Belshazzar's knees.

Jadga Bond propose to do to help ns to
nform the existing abuses 7
Mr. Robertson—The General Govern
ment oan do nothing itaelf; neither can
the President or Judge Bond. The peo
ple of tha Btato—tha voters—must redress
their wrongs at tha ballet box. I have
heard that Attorney General Williams said
soma time ago. that, in tha event of the
oontinnanoe of the present oorrnpt gov
ernment in power, ehonid the tax payers
of the State refuse to pay the taxes, the
United States would not load Ha assist,
an oa to enforoe thsir ooHaotion ; and I
f ally believe that tho President would Ml
permit the United 8tales troops to inter

that it will not give ita ptotaeUon and.

It thus appears that Preaidant Grant
and a large portico of tha Republicans of
the North are exceedingly anxious to
unde the “reconstmotiou” wbioh they
foroed upon Booth Caroline, Alabama,
Looistana and Arkansas a few years ego,
bnt they do not see how they can ihteV-

by tbonasnda of oases, tho first iustaaoe
in wbioh a ruler or party foond power to
commit great wrongs, which they were
unable afterward* to correct. The Presi
dent's assurance that ha will not permit
the Federal army to be employ,

Slat* Government of Booth Caro
lina in tba collection of ita oppreeive
taxes, may sound significant and even
generous; but it is a polioy wbioh bo can
not oarry ont so long aa b* recognizes the
negro government of South Carolina at
all. . The whits people of the State oould
very summarily put thioga to rights it
thsy war* indaed laft alone to redress
thsir own wrongs. But suppose
Moses' tax-gatherers seise the prop
erty of the people for taxes and

send bis “militia" to oompel them to sub
mit; they wonld qoiokly whip out tho
bleok militia, and then Moeea or hie Leg
islature would proclaim a “rebellion ' and
oall on tha President to aid in quailing it.
Now what would Grant do in this oaaef
What would Congress require him to do 7
The Constitution prescribes hie duty so
long as h* reoogniaa* the existing Gov-

until the Government at Washington first
proclaims tha Government of Sonth Caro
