and I no! yotir n quest that 1 signify
my aco-p'auoe of this renewed ex

the Democracy of the district for ibis
new evidenoe of their conltJence and
trust in nor. Great as is Ibi honor
they confer, and proud as any man
can be to receive it, 1 again assure
you that above and beyond any pride
or pleasure that it can bring, I pr!z <
the esteem and confidence of my fel
low democrats that Its bestowal man-
ifests, and I pledge anew an ear-neat
and faithful rff trl to justify and de
serve it as far as in my power her.
I am aware in thus accepting the
great trust reposed in my keeping
that grave responsibilities accom
pany i, and I am sensibly and p-o
--foundly impressed therewith. These
responsibilities are iacreased by the
many perplexing problems that now
confront our government, and upon
the proper so ution of which is in
volved not only Lire happiness and
prosperity of our people but the in
tegrity of the republic itself. These
disturbing problems have arisen by
reason of the unwise departure from
the foundation principles and tradi
tional policies of our government by
the present administration, aid, in
my r piiiin, they can only he safely
met and wisely solved by a return to
these principles anil policies. The ,

Toe precept* and admonitions of
the father* who founded our govern

the honor and glory of our flag than
by insisting that it shall ever be the
symbol of liberty to all eyes that look
upon it. 1' do not believe that the
congress of the Uuited Slates has auy
power not derived from the oons'itu

the ooogress can exercise an arbitrary
and unrestrained power anywhere is
was insisted upon in the enactment of
the late I’orto Rican legislation. To
oonoede this proposition, is to destroy
oonstitotionsl government, 1 view
with uoocnoeslkd alarm the fsot that
imperialism and its twin evil mili

lodgment lo the free soil of America,
and all thoughtful patriots must agree
that the time to rid themselves of them
is now in thslr iDcipienoy and before
they have takon firm root and have

The rapid enuroaohiuent upon the

in them, or e’ts competition and indi

things of the past. There should ever
be held over them a power superior to

power exclusively in the Federal

of no reason why some of tbe burdens
of taxation should not be borne by the
