The despatch states that the Chinese
government nas been persuading in

Tien Tain, but the foreigners de
clined to start.
It seems to be the general opinion
of those besieged that the government
wanted them to make a move to Tien

would all have been murdered, then
the Chinese would have claimed that
mobs did it.
The legations are going to remain
until the relief column arrives.
Minister Conger leads in the opin

Chinese government and as long as
food lasts there Is no doubt about re

to the allied army for relief.
