JWSC (and in the past both the City
and Comity) pay for future line exten
sions.
"If you don't have the capital, then
you must borrow the money," said
Tony Sammons, Chairman of the
JWSC.
"If you do borrow, then the cost of
borrowing, that is the interest, winds
up in future rates that everybody has
to pay," he said.
"We think it will be okay to cut the
tap in fees in half for six months,"
Sammons continued. "That will give
us time to look at our five year com
prehensive infrastructure plan based
on the current economy."
Sammons also appointed a finance
committee and a facilities committee.
Each committee includes two JWSC
commissioners and two citizens.
The finance committee includes
City Commissioner James Brooks,
County Commissioner Bob Coleman,
and Elmo Richardson. Another citizen
will be named later.
The committee will study rates,
finance, and tap fee issues. They will
also provide some insight into the
comprehensive plan adjustment based
on the current economy with input
from ATM who did the comprehensive
plan for water and sewer purposes
for St. Simons Island as well as all of
Glynn County.
The facilities committee includes
City Commissioner Cornell Harvey,
County Commissioner Amy Callaway,
and two citizens, Bill Smith and Vance
Hughes.
This committee will work with the
JWSC staff in planning for the new
JWSC building.
"We want an energy efficient build
ing," Sammons said. "And we want
to consider the design of the new
building as well as prepare for future
growth."
The Commission also voted to pay
commission members $500 per month.
The two city and two county commis
sioners voted in favor of the motion;
Chairman Sammons, who is not an
elected official, abstained from the
vote.
The $500 a month salary was part
of the original agreement with the
City and County but was removed
during negotiations with the state
legislature.
If the City and County approve the
measure and then it will be sent on to
the legislature for approval.
The money for the monthly salary
will come from the JWSC operating
funds, not tax dollars. □
