NEW COTTON COVERING.
There it a great deal of complaint
just at present from the cotton mar
ket*, a* to the inefficiency of the
covering in present use to bold the
cotton together in its paasage to the
buyer trona the producer. There i*
no doubt, also, that the question ia
; one of vast importance to all con
cerned. The old jute bagging, in
which the cotton ia largely ahipped
at present, i* in many case* com
pletely rotten, and the cotton arrive*
at the world’s market* in a condition
which little recommend* it to the
putcba*er. The cotton bagging has
also l>een found liable to tearage and
; in many case* the cotton shipped in
’ it ba« tx-en subjected to the most
i wholesale stealage o* the part of the
! handlers. Il is therefore with eager
ness that the farmers and shippers
, look forward to some means by
which the jute hurt can be boycotted,
and at ibd same time cotton can be
securely and safely packed. We learn
from the Rome Tribune, that W. O.
King, of Atlanta, ba* patented a
new cotton bale covering. Thi* co«-

proof and water-proof chemical,

Be it ordained by the Mayor and Coun
cil of the City of Athens
Sec. 1. That an election shdl be held on
fourth (4’h) day of December 1889,t0 deter
mine the question whether bonds to the
amount of fifty thousand dollars, principal,
pball be issued by the Mayor and Council
of the City of Athens, for the purpose of
establishing a system of sewerage in said
city; said bands to the denomination of
five hundred dollars each and to bear in
terest at tbe rate of five per cent, per an
num payable semi-annually on tbe first
days of January and July m each year;
vnd the principal to be paid on half in
twenty years, ana tbe balance io thirty
years; and tbe whole issue both principal
and Interest to be fully paid off io said

Sec. 2. Said election shall be held at all
voting precincts within the limits of said
City, and shall be held at the same time
and in tbe same manner, that tbe election
