Another water tank would certainly help, he said.
“If you put another water tank in and increase the water pressure on
this side of town, it’s going to make a big difference," Perry said.
The Colbert Fire District, which extends beyond Colbert’s city
limits, missed scoring a “5” by .05 of a point.
“A little bit of work here and I think they could be a class 5 ... I
think a lot of it is probably paperwork exercises,” Perry said. “That
would put some money back in people's pockets if you bring it down
to a five,”
Waggoner said he might ask engineer Chris Quigley to attend
Colbert’s next meeting to further discuss adding a water tank.
“With all this talk of infrastructure money going around, it might be
a good time to do it," Waggoner said.
DFCS office seeing
more work, less funds

The Madison County Department of Family and Children
Services continues to tend to a larger caseload amid bleak fund
ing news at the state level.
Amended budgets presented by Gov. Sonny Perdue for 2009
and 2010 leave the state DFCS office with a $6 million short
fall.
Madison County DFCS director Lisa Plank said that amounts
to a $12 million deficit when factoring in lost federal funds.
“For right now, there has been no official word regarding how
the state is going to make up that amount,” Plank said.
The state department is already mandating furlough days for
employees under certain pay grades, while also continuing a
“hard hiring freeze." The Madison County DFCS office already
has one vacancy left unfilled.
Meanwhile, a short-staffed Madison County DFCS office
contends with larger stacks of paperwork as more county citi
zens seek aid during the economic downturn.
For example, Madison County DFCS workers continue to
handle an influx of family Medicaid applications as the jobless
rate increases.
Plank said the Madison and Oglethorpe County offices —
both of which are directed by Plank — have combined forces in
some areas to ensure that things run smoothly.
"The two counties are really kind of blending together to get
the work done,” she said.
Considering the strain on staff and resources, the DFCS
office is handling the workload admirably, according to Plank.
"We’ve been short-staffed ... but we’re still getting the work
done and still getting the work done well,” Plank said. “It could
be worse for us.”
DFCS chairman Gary Locke commended the staff for its
efforts.
"That says volumes about you and your people,” Locke said.
Of course, the speculation is still out there concerning the
state’s recourse for the funding deficit.
"I don’t want to say what we’ve heard as far as rumors go
until we know for sure that something is going to happen,”
Plank said.
DFCS head says dept,
generates $30 million locally

The Madison County Department of Family and Children
Services generated nearly $30 million locally during 2008,
according to director Lisa Plank.
That figure includes salaries, operating salaries and direct
and indirect benefits.
Plank included the $30 million figure in the annual informa
tion pamphlet she distributes to state and county officials.
“I don’t think that other folks in the larger community real
ize what a business we are here and the money we generate,"
Plank said.
Here are other noteworthy numbers from that annual
report:
•$3.07 million worth of food stamps provided to the county
in 2008, up 14 percent from last year.
•$23.8 million worth of Medicaid assistance distributed in
Madison County among 6,855 recipients. Fewer people in the
county received Medicaid in 2008 compared to 2007, but the
amount per recipient increased an average of $452.
• 412 reports of child abuse or neglect, 22 percent of which
were substantiated. That's a 12 percent increase over last
year.
•Thirty-four Madison County children placed in foster care
in 2008 and 64 children placed with relatives.
•55 county families provided with childcare assistance.
Library announces Feb. events
The Madison County Library has announced its news and
events for February:
•Friends Membership Drive: ‘The membership drive continues
through March; please lend your support,” organizers said. All
money raised by the Friends of the Library goes back into the
library through book purchasing, program funding and special
initiatives. The Spring Book Sale will be March 20 to March 28,
open during all library hours. A special preview sale for Friends
members only will be Thursday, March 19 from 5 to 8 p.m. Those
interested in helping can contact Sara Carter at 706-795-2952
•Pajama Story time: Thursday, Feb. 26, at 7 p.m. “Snuggle up
in your jammies with your favorite stuffed animals and listen to
bedtime stories at the library,” organizers said. This program is
appropriate for all ages.
•Library Sewing Group: This Wednesday afternoon craft group
meets from 1 to 3 in the general purpose room. They work on new
and ongoing projects in all mediums and with members of all
ages. This month’s new project is different techniques of mg mak
ing — locker hooking, crocheting strips of fabric and old fashion
hooking. They will also be crocheting baskets.
•February Follies: The library will celebrate the winter holidays
of Friday, Feb. 13, and Monday, Feb. 16, with an afternoon of
movies. The general purpose room will be open from 12 to 5:30
for the public’s viewing pleasure. Light snacks will be provided.”
•Young Adult Book Discussion: This month they will meet
Wednesday, Feb. 25, at 4:30 p.m. They are reading Septimus
Heap by Angie Sage. The program is free and includes free
food.
•Chapter Book Revue: Every Tuesday and Thursday afternoon
beginning at 4:30 “Miss Jennifer” will be in the lobby reading
from Nancy Drew Secret of the Old Clock by Carolyn Keene.
•Preschool and Toddler Story Time: Story time includes stories,
finger-plays, songs and crafts for literacy-based fun. It is open to
children ages 2 to 5. This month’s themes are: Valentine’s Day,
the Letter Y and Birds.
