Retainage as prescribed by the standard

projects, retainage may be deposited in
Escrow accounts at the option of the
Contractor. Final payment of amounts
withheld or deposited in Escrow will not be
made until the State Highway Engineer
has certified that the work has been
satisfactorily completed and accepted.

Georgia’s Public Involvement
Process Program
The Georgia Department of
Transportation has initiated a process to
encourage public involvement in the
development of transportation programs.
The purpose of the public involvement
process is to provide opportunity for public
comment on planning and programming of
transportation initiatives.
The public involvement process will be
used in the development of the Statewide
Transportation Improvement Plan and the
Statewide Transportation Improvement
Plan is a long range plan which will guide
the transportation program for the next 20
years; development of this plan will begin
soon. The Statewide Transportation
Improvement Program is a program of
proposed projects scheduled for
implementation in a three year time frame.
The public involvement process will
include the “Family of Partners”, a volunteer
group representing a broad cross-section
of agencies and associations interested in
transportation. The “Partners” will be asked
to disseminate information and seek
comments on transportation programs.
In addition, meetings will be held at
Regional Development Centers where the
transportation program, issues, plans and
new initiatives proposed for the region, or
having statewide impact, will be presented.
The meetings will provide an opportunity
for public review and comment of the
Statewide Improvement Program and Plan.
The public involvement program will be
periodically reviewed and updated to reflect
recommendations from the general public
and the “Family of Partners”.
The Georgia Department of
Transportation is seeking comments on
the public involvement process. Please

REQUEST FOR QUALIFICATIONS
AND PROPOSALS
Planning, Design, Administrative and
Related Services
The City of Periy, Georgia is requesting
statements of qualifications and proposals
from consultants with a strong record or
qualifications which will enable it to
successfully assist the City of Perry with
development and implementation of
Community Development Block Grant
programs. Responding firms should be
qualified to provide planning, design,
administrative, and related services for a
period of two (2) years.
The City of Perry seeks to immediately
contact for planning and application
development services for FY 1994 funds.
Housing rehabilitation and/or infrastructure
improvements is/are anticipated. If-
Community Developments funds are
awarded forconstnjction programs (in 1994
and/or subsequentyears), this procurement
action may lead to additional contract (s)
(or construction addenda) for planning,
design, administrative and other related
services. All contractsaresubjectto Federal
and State contract provisions proscribed
by the Georgia Department of Community
Affairs.
Criteria for evaluation include (1)
willingness to assist with the development
of local capacity, (2) CDBG experience, (3)
key personnel/qualifications, (4) capacity
of organization, (5) current workload, (6)
level of service proposed, (7) mobility and
proximity to project, (8) experience with
similar projects, and (9) cost. Proposers
shall also cite examples of similar projects
with other communities, and include
references from within those communities.

For consideration, all proposers must
submit their proposals no later than April
15, 1994. Proposals received after this
date may not be considered.

Extended Area Service is considering the expansion of the Atlanta Metro Local Calling Area. In
order to accomplish this at least one public hearing including:
1. Presentation of traffic study results;
2. Presentation of cost study results;
3 Presentation ot division of costs;
4. Public testimony;
5. Rebuttal testimony on cost study, division of costs or any other matters presented;
6. Any other testimony or other documentary or other evidence deemed by the Commission to
be relevant and germane;
must be held by the Commission prior to granting extended area service and all relevant and
material evidence introduced at such hearing shall be considered by the Commission.
This matter has been designated Docket No. 4684-U and has been scheduled for heanng
before the Georgia Public Service Commission at 10:00 a.m. on April 27,1994. The hearing will be
held in the Commission’s Hearing Room, 177 State Office Building, 244 Washington Street, S.W.,
Atlanta, Georgia 30334-5701 at which time anyone interested in this matter will be given the oppor
tunity to express their views.
In accordance with O.C.G.A. Section 46-2-59(c), persons wishing to intervene must file fifteen
