Carter, Rag in square off early
at Perry Kiwanis Club ‘forum’

James Carter and Wayne Ragin
were introduced to the Perry
Kiwanis Club on Tuesday by Paul
Hicks. Carter and Ragin are both
employees at Northrop.
Carter, a Republican, spoke
first, stressing that he was
“committed to solid planning, fiscal
responsibility, pro-active programs,
climate for growth, consensus of
the people, an informed pujblic,
strong leadership and strong support
of Robins Air Force Base.”
His handout material stated that
he stands for cultivating business
opportunities to increase jobs,
strong academic and athletic
excellence, safer school and
classroom environments for
teachers and students, unquestioned
concern for senior citizens and their
needs, and exercising stringent
control of county funds.
The bottom line, he said, is that
he is a “take charge professional
leader, dedicated to honesty and
integrity, a family man with strong
fundamental religious beliefs, and a
20-year distinguished and decorated
mlilitary combat leader.” He is
married to his wife of 23 years,
Irene. They have one child,
Kathryn.
He said that he was happy to
have chosen Perry as a place to live
upon his retirement from the
military and his affiliation with
Northrop Grumman.

what the market (insurance compa
nies) will bear.
Insurance companies, until re
cently, were willing to pay the
charges sought by medical
providers, almost without question,
since they were also testing the
market waters, seeing how much
employers are willing to pay for in
surance for their employees. Since
insurance was generally cheaper
than a increased pay, employers
were generally willing to pay in
creased premiums.
Unfortunately for the system,
the market is about to a level where
employers are unwilling to pay the
premiums, which means insurance
companies are unwilling to pay
medical costs, which will eventu
ally mean health care costs will
stabilize.
In the short-term, the situation

Bridges in Houston County” to that
of the Kiwanis Motto: “We Build”.
He spoke of growing up in Perry
and being educated in the Houston
County School System, serving as
Class President of his senior class
at Perry High School, of being a
member of the State Champion
football team at Houston High
School, and his father and
grandfather having great influence
on his goals in life.
His handout material gave a
quote, ”1 want to be an effective
member of our county commission,
representing all residents and
bringing all segments of our county
together.”
His printed statements on
Building Bridges in Houston
County are “Bridges to Boost
Economic Development: bringing
together local and state officials to
bring in new industry and expand
existing business; to bring together
the northern and southern areas of
the county to coordinate economic
expansion throughout the county;
and to bring together local business
leaders to create a strategy for
county-wide economic expansion.
His Bridges to Improve Roads,
Schools and Public Safety would
bring together city, county and state
officials to push for more state
funding for highways to speed
traffic and improve roads
throughout the county; work with
state legislators to bring in
increased state support for public
schools and public safety; bring
together law enforcement personnel
also means that, in order to come to
where employers will pay for poli
cies, insurance plans are trimming
benefits and, in many cases, people.
If, at the present, we do nothing,
forces in the free market, which
still exists with fewer players, will
stabilize health care costs, possibly
driving costs downward, since we
are at a point where the various
players in the game are at the costs
they are willing to bear.
But, there is a better way. And
that better way is to return concern
about health care pricing back to
the individual consumer.
Graham has introduced a bill that
allows for medical savings ac
counts. The employer and employee
would set up an account equal to
amount of the average cost of in
surance, with the employer funding
the account the way it funds insur
ance plans today.

citizens in county government
decisions; boost dialogue between
various communities, help people
in Houston County serve the needs
of others, and bring together people
of different personalities, talents and
skills to improve the quality of life
in our county.
He is a member of Leadership
Perry, Coach with Perry
Recreation, former Legislative
Assistant to U. S. Senator Sam
Nunn. His education includes a B.
A. degree from Howard University.
Earl Cheek, President of Perry
Kiwanis Club welcomed the
speakers and noted that the club is
non-partisan,-but had presented the
candidates as a public service.
Loaves & Fishes
needs donations
Loaves and Fishes of South
Houston County announced this
week that it is in need of donations.
Primarily needed are peanut
butter and jelly. Any other items
that can be donated are also
welcome.
Goods can be delivered to any
community church, or St.
Christopher's Episcopal Church
between 10 a.m. and 2 p.m.
The employee would be encour
aged to purchase a catastrophic in
surance plan for long-term or seri
ous illness. At the end of the year,
the employee would be able to keep
half of the remaining money in the
plan.
The account would be transfer
able between companies, provide
instant coverage and eliminate ex
clusions for existing conditions.
But, more importantly, the plan
would return, by giving an incen
tive to save money, control over
medical spending to the consumer,
putting free market brakes on health
care costs.
As long as that money was
withdrawn for medical reasons, the
money is tax-free. However, if the
employee used the money to fi
nance a car, house, or to purchase
some other item, then the money
would be taxed as income.
