Light going up at Hwy 96

The drive to Warner Robins on
Houston Lake Road should get a
little easier in the next few months
as the Houston County Public
Works Department installs turn
signals at one of the busiest inter
sections in the county, the intersec
tion of Highway 96 and Houston
Lake Road.
The lights should be up by mid-
October, with work on the drainage
ditch beginning Monday, Aug. 29.
"The light will expedite traffic
through the intersection," said
county engineer Robbie Dunbar.
"Usually one direction (at the inter
section) gets over-loaded, especially
coming from the schools."
The intersection is less than a
mile from Houston County High
School and Perdue Elementary.
Also, the new campus for Middle
Georgia Technical School will be
built in the area.

were necessary if the lights were to
clear up the bottleneck at the inter
section, since many cars turn off
Houston Lake Road onto Highway
96 and vice versa.
Another benefit of the traffic
light, said Dunbar, would be late
night traffic not having to stop at
the intersection if they caught a
green light, especially trucks using
Highway 96 as a connector between
Interstate 75 and Interstate 16.
Currently, with the four way stop
sign, all traffic is required to stop
even when there are no other vehi
cles at the intersection.
Materials for the project will run
around SIOO,OOO, which includes
the cost for the light. Dunbar said it
was difficult to estimate the cost of
the labor involved in the project,
since the county would be doing the
work. However, he said that labor
was responsible for 50-60 percent
of the cost on a contract that was
bid to outside contractors.

Landfill earns
perfect score
on inspection

Perfect scores for landfills are ex
tremely rare. However, the Houston
County landfill received a second
perfect rating following an inspec
tion by the Georgia Department of
Natural Resources Aug. 22.
"It’s very difficult (to get a per
fect score) because there are so
many different categories you have
to do well in," said Tommy
Stalnaker, director of public works
for Houston County.
Stalnaker said getting a perfect
score in a sub-Title "D” landfill,
such as the one in Houston
County, was more difficult than
getting a perfect score in an unlined
landfill since the regulations for a
lined landfill were more stringent
than those for an unlined landfill.
Also, complicating the problem,
Stalnaker said a number of condi
tions, including weather, that the
operators had little or no control
over could affect the score, making
a perfect score hard to obtain.
"It is almost unheard of," said
Stalnaker of the perfect rating.
"There are not very many (100 rat
ings)."
Of the seven landfills Clayton
Bristol inspects, he said Tuesday
that the Houston County landfill
was the only one to receive a per
fect score.
The inspection, done by Bristol
and Decius Aaron, found that the
recent July flooding did some dam
age to the landfill. "But, due to the
foresight and prior planning of your
operators and consultant, the dam
age was lessened by thousands of
dollars," Bristol wrote in his report
to Sherrill Stafford, chairman of the
Houston County Board of
Commissioners.
"The hard work and attention to
detail by your staff and consultants
is evident by the overall appearance
of the landfill and the rating re
ceived," wrote Bristol.
