Battery
Willie Frank Copeland, of a
Pierce St. address, reported to police
that he was the victim of a battery
Thursday night, Nov. 15 in the area
of Oldfield Lane. Copeland stated
that a man struck him in the face
with his fist. No medical treatment
was required.
Theft by taking
Ann Connally, an employee of
Madwhacker hair s;ilon, reported to
police that her purse was stolen at
work. The purse contained money,
Connally's drivers license and other
items.
Theft by taking
An employee of Starvin Marvin
on Sam Nunn Blvd. reported a theft
by Liking to police. The employee
stated that someone pumped sls
worth of gasoline in a vehicle then
drove away without paying.
Theft by taking
An employee of Harold's Amoco
on Sain Nunn Blvd. reported that
someone pumped sl3 worth of the
store’s gasoline into a vehicle
Thursday, Nov. 17 then drove away
without paying.
Westfield Schools releases

Governor recognizes all
who helped during flood
Perry Mayor Janies E. Worrall
received a proclamation recently
from Governor Zell Miller thanking
the mayor, local agencies and
volunteers for their efforts during
the July flood.
The proclamation was presented
to Mayor Worrall by Bill Black
well, or. behalf of GEMA Director
Gary McConnell and Governor
Miller.
In the proclamation, Governor
Miller commended Mayor Worrall
and other local citizens for “their
unselfish, and often heroic, assis
tance to Uieir fellow citizens.” and
Unattended death
Police were called to the residence
of James B. Davis, 78, of 921
Clinchfield Circle on Nov. 17.
Davis died of natunil causes.
Criminal trespass
Mary Ghee of 902 Elko Road
called police on Nov. 17 stating
someone had broken into her vehi
cle.
Traffic stop
A Perry Police officer made a rou
tine traffic stop Nov. 17 and took
the male driver to the police de
partment to administer a test for
driving under the influence for alco
hol. The driver passed the test and
was returned to his vehicle.
Public drunk
William Howard McGullion, 32,
of 200 Meens Rd. Lot 48, was ar
rested outside The Big Dipper on
Sam Nunn Blvd. on Nov. 16 and
charged with drinking, drunkenness
and intoxication.
Burglary
Ruby Foster of 19C Perimeter
Circle reported to police on Nov.
15 that her Readers Digest Presi
dent's Coin Collection was missing
from her home. There were no
signs of forced entry.
Disorderly conduct
Perry Police arrested and charged
two individuals with disorderly con
duct on Nov. 17. Erin Stanfield,
20, of 100 Ashley Dr. 101 C, and
Joseph Davenport, 20, of 100 Ash
ley Drive 101 D, were both released
on a $165 bond.
Theft by taking
Betsy Portman of 815 Forest Hill
Drive reported to police last week
that two skatebomds and a riding
expressed his “utmost gratitude and
appreciation” to those who con
tributed to the recovery efforts.
Perry is one of numerous cities
and towns located in die 55 Georgia
counties declared eligible for federal
disaster assistance by President
Clinton on July 7 after torrential
rainfall and record flooding,
spawned by Tropical Storm Al
berto, hit the central, west central
and southwest portions of the state.
Thirty-one people were killed as
floodwaters swept through Georgia
causing evacuations and large-scale
property damage.

On or about December 9,1994 the above

Georgia Department of Community Affairs
(DCA) to release Federal Funds under Title
I of the Housing and Community Development
Act of 1974, as amended, for the following

New Hope Neighborhood
Redevelopment Phase I

FINDING OF NO SIGNIFICANT IMPACT
(FONSI) \
It has been determined that such request
for release of funds will not constitute an
action significantly affecting the quality or the
human environment and, accordingly, the
above named local government has decided
not to prepare an Environmental Impact
Statementunderthe National Environmental
Policy Act of 1969 (P.L. 91-190)
The reasons for such decision is not to
prepare such Statement are as follows:
Based on the environmental assessment
of the project, there is no significant impact.
An Environmental Review Record
respecting the proposed project has been
made by the above named local government
which documents the environmental review
of the project and more fully sets forth the
reasons why such Statement is not required.
This Environmental Record is on file at City
Hall, Washington St„ Perry, Ga. and is
available for public examination and copying
upon request between the hours of 8:00 a.m.
and 5:00 p.m., Monday thru Friday.
No further Environmental Review of such
project is proposed to be conducted prior to
the request for release of Federal funds.
Public Comments on FONSI
All interested agencies, groups and
persons disagreeing with this decision are
invited to submit written comments for
consideration by the local government to the
office of the undersigned. Such written
comments should be received at P.O. Drawer
A, Perry, Ga. 31069 on or before December
8,1994. All such comments so received will
be considered and the local government will
not request the release of Federal funds or
take any administrative action on the
proposed project prior to the date specified
in the preceding sentence.
NOTICE OF INTENT TO REQUEST
RELEASE OF FUNDS (NOI/RROF)
At least one day after the termination of
the public comment period for the FONSI,
but not before comments on the FONSI
have been considered and resolved, the
local government named above will submit
a Request for Release of Funds (RROF)
and Certification to DCA. By so doing the
local government will ask DCA to allow it to
commit funds to this project, certifying that
(1) it has performed the environmental review
proscribed by HUD regulations
("Environmental Review Procedures for Title
I Community Development Block Grant
Program"-24 CFR Part 58), and (2) James
E. Worrall, Mayor, consents to accept the
jurisdiction of the federal courts if an action
is brought to enforce responsibilities in
relation to the environmental review or
resulting decision-making and action. The
legal effect of the Certification is that by
approving it, DCA will have satisfied its
responsibilities under the National
Environment Act thus allowing the above
named local government to commit
Community Development Block Grant funds
to this project.
Objection to Release of Funds
DCA will accept objections to its approval -
of the release of funds and the certification
only if it is one of the following basis: (a) that
certification was not in fact executed by the
Certifying Officer; or, (b) that applicant's
Environmental Review Record for the project
indicated omission of a required decision,
finding, or step applicable to the project in
the environmental review process.
Objections most ho prepared and submitted
in accordance to the required procedure (24
CFR Part 58) and may be addressed to DCA
at CDBG Section, 1200 The Equitable
Building, 100 Peachtree Street, Atlanta,
Georgia 30303.
Objections to the release of funds on
bases other than those stated above will not I
be considered by the State. No objection
received after December 27, 1994 will be
considered by DCA.
