Hearings and meeting
notices There are a wide voriety
ol public meetings which must be
held in order for a government to
take an action Among the most com
mon are notices ol panning commis
sion meetings at which rezoning
requests are to be acted upon and ol
hearings when a city or county gov
ernment is setting a budget or tax
rates Sometimes these notices run as
bordered ads on these pages
Sometimes, governments ore
required to publish notices about
upcoming meetings, especially when
a meeting is to be held outside the
regular schedule of that government
or when o change will be made in
the regular time or place ol meeting

Estate notices There are
some 20 different type of estate

creditors to let the court know if a

Incorporation notice
These are notices concerning a busi
ness which is to be incorporated with
the office located in Houston County
Related incorporation notices can

Notice of elections and ref
erendum! This category covers
a wide range of issues from notices
to hold elections on alcoholic bever
age sales to notices on bond refer
endum! to construct school buildings
in Houston County Notices must also
appear concerning city and county
elections when candidates are seek
ing elected public office These

Bid notices When a local
government is going to buy something
or have work done on a project, it is

Driving Under the Influence
State law requires publication of
a picture and a brief notice of any
one convicted in Houston County of
a third driving under the influence
charge The fines and related matters
of settlement are included The fee
for these ads is $25 each These ads
run one time and typically come from
the Houston County State Court or
the municipal court of incorporated
cities
Juvenile matters This
broad category can include notices
such as adoption, custody, juvenile
court actions, and temporary cus
tody These matters freauently have
fixed fees and run for from two to
four times, depending on the order.

Demastic matter* These
include notices for change of name

Notice of sale or Foreclo
sure notice These notices are
usually run when someone, general
ly a financial institution, nas not
received payment on a loan.
Property which secures the loan is
being foreclosed on so the lender
can take it to sell or otherwise pay
off the loan A similar category is a
tax sale, where the county or a city is
selling the property to collect unpaid
property taxes These notices typical
ly run the four Wednesdays prior to
the first Tuesday of the month when
the sales are held at the Houston
County Courthouse in Perry The fee
for these notices is $lO per 100

This proposal reauires the creation of a
land, Water, Wildlife, and Recreation
Heritage Fund to be used for local govern
ment recreation grants and acquiring, con
serving, managing or preserving
Georgia's natural and historic areas, water
resources and wildlife habitats The pro
posal requires that the heritage fund be
funded from a portion of the real estate
transfer lax and allows funding from such
other specific sources of revenue as may be
provided by law The heritage fund shall
constitute a separate account in the state
treasury and shall be identified as a sepa
rate budget category in the General
Appropriations Act Moneys paid into the
heritage fund are exempt from the constitu
tional requirements that all revenue be paid
into the general fund of the state treasury
and that all uncommitted funds lapse bade
into the general fund at the end of a fiscal
year Legislation implementing on increase
in the real estate transfer tax was enacted
by Georgia Laws 1998,p 1012, which
becomes effective January 1, 1999, if the
proposed amendment is ratified

cational facilities?”
This proposal amends the existing con
stitutional provision for the state lottery to
specify and prioritize the educational pur
poses for which lottery proceeds shall be
spent. The amendment limits the education
al programs and purposes for which lottery
proceeds may be appropriated ana
expended to tuition grants, scholarships, or
loans to citizens to attend in-state colleges
or technical institutions, voluntary pre
kindergarten; educational shortfall
reserves, teacher technology training, and
capital outlay projects for educational facil
ities The amendment grants priority in
funding to scholarships, pre-kindergarten
programs and shortfall reserves

the Brain and Spinal Injury Trust
Fund for care and rehaoilitation
purposes?'
This proposal authorizes the General
Assembly to provide for additional penal
ties for fees in any case in which a person
is adjudged guilty of an offense involving
driving'under the influence of alcohol or
drugs. The General Assembly is authorized
to provide for the allocation of such addi
tional penalties or fees to the Brain and
Spinal Injury Trust Fund for the propose of
providing care and rehabilitation services
to citizens of this state with brain or spinal
cord injuries. Moneys appropriated for
such purposes shall not lapse back into the
general fund of the state treasury at the end
of a fiscal year. Enabling legislation was
enacted by Georgia laws 1998, p. 667,
which becomes effective January 1, 1999,
if the proposed amendment is ratified.

distinctive wildflower motor
vehicle license plate fees to such
fund; that the moneys paid into
the fund shall not lapse, and that
an Act creating the fund and

This proposal authorizes the General
Assembly to create a roadside enhance
ment and beautification fund from which
funds shall be disbursed for enhancement

The proposed amendment authorizes the

This proposal establishes the Georgio
Citizens Commission on Compensation ol
Public Officials The commission is granted
the authority to set the compensation of the
Governor, Lieutenant Governor Speaker of
the House of Representatives Justices of the
Supreme Court, Judges of the Court of
Appeals, members and officers of the
General Assembly, members of the Public
Service Commission, members of the Stole
Board of Pardons and Paroles, the
Secretary of State, Attorney General, State
School Superintendent, Commission of
Insurance, Commissioner of Agriculture,
Commissioner of Labor, the superior court
|udges, district attorneys, ond such other
officers of state government as may be pro
vided for by general law The commission
shall be composed of 18 members who
shall represent a cross section of the citi
zens of Georgia and serve for terms of four
years each The commission shall set the
compensation of public officials under its
jurisdiction based upon a study of compen
sotion conducted every two years The
power of the General Assembly on the sub
ject is limited to rejection of the compensa
tion commission's action
