The Houston County Association for Exceptional Citizens has been awarded a
$5,000 grant by the Flint Energies Foundation. The grant, according to a release,
will be used to assist in the upgrade of their 20-year old phone system. The grant
is part of Operation Round Up. Operation Roundup® is a way for members to add
voluntarily to those funds in their own unique way. Participating members allow
Flint Energies to “round-up” their bill to the nearest dollar.

There are three proposed
amendments to the Georgia
Constitution on the General
Election Ballot. Provided
here are the amendments
as worded on the ballot, and
explanations provided by
the League of Women Voters
of Georgia, a non-partisan
organization.
Early voting began on
Monday at the Board of
Elections office ine Houston
County Government
Building (the old court
house) in Perry.
Amendment 1
“Shall the Constitution
of Georgia be amended
so as to provide that the
General Assembly by gen
eral law shall encourage the
preservation, conservation,
and protection of the state
s forests through the spe
cial assessment and taxation
of certain forest lands and
assistance grants to local
government?”
A “yes” vote would pro
vide for forest land in excess

in forest use in exchange
for a freeze on property tax
assessments. This is a mea
sure to encourage forests to
continue to be managed as
forests,
This amendment would
create a property tax system
for large, contiguous forests
similar to the system that
has existed for small family
forests for nearly 20 years.
Participating landowners
would agree to keep their
land in forests for at least 15
years in return for a reduc
tion in property taxes. Much,
if not all of the lost revenue
to local governments would
be reimbursed by the state
and thus would not be shift
ed to other property owners
in the form of higher prop
erty taxes.

A “yes” vote authorizes
counties, cities, and local
school systems to use tax
funds for redevelopment
purposes through the cre
ation of a Tax Allocation
District. A TAD, freezes the
value of property therein
for a fixed number of years
while the taxes on the appre
ciated values go to the tax
allocation district for rede
velopment use.
The legislation creating
TADs was approved in the
1980 s and has allowed for
quality redevelopment proj
ects. However, a recent court
decision found the participa
tion by school districts to be
unconstitutional. The cur
rent proposed amendment
fixes the legislation to return
the choice to participate to
school districts.
