County approves four agenda items

Just in time for the holidays, it
was almost like “silent night”
for the Houston County Board of
Commissioners during their meeting
Tuesday in Perry.
The group had four agenda items
and took care of each handily.

training, he studied the Air
Force mission, organization,
core values, and military
customs and courtesies;

“We have the welcome
center (it could be used on),”
Walker continued. “It may
be a way to raise revenue for
Veterans Memorial Parkway.
Generally our citizens aren’t
(the ones) paying.”

“That’s the good part
about it,” Williams said. “We
need to pursue it.”
That, but not another
ordinance, it regarding dis
charging firearms in the city,
specifically to allow sport
hunting in certain areas and
under certain circumstanc
es.
Williams voted against
that. Councilman Terry
Horton and Tom Simms Jr.
did likewise. Oddly enough,
none voiced any opposition
to the ordinance (this its sec
ond reading) leading up to
their vote; during Monday’s
work session or the work
session prior to last month.
The ordinance, two
requirements of which are:
it has to be done in accor
dance with all state laws and
be conducted only on parcels
of land 100 acres or more
of undeveloped property, did
pass, however, as Walker and
Councilmen Bob Wilbanks,
John Havrilla and Clifford
Holmes voted in favor of it.
Havrilla also requested
and was granted a change in
the wording.
“I looked at the city code(s)
and this is of course one
of the exceptions,” he said.
“The other being the mili
tary, National Guard, police.
The one (city code) before
had to do with air rifles. It
had to do with if a review
(were done) from the chief of
police and mayor you could
allow the use of air guns.
“And in talking with people
I know who are more experi
enced hunters about this,”
he continued, “and regular
citizens, there seems a vari

One of those was to “pay the bills”
- to the tune of $2,189,361. Of partic
ular note, pointed out Commissioner
Tom McMichael was one for just
over $25,000 for inmate care and
$14,000 of that went toward one
female inmate.

“That left me to the con

explained, “is whatever
staff you set up to review
- and then it’s reviewed tjy
the chief of police and then
signed by the mayor - sets
up any limitations.
“For instance, based on
the review they might want
see a drawing and then they
might say, ‘what’s the clos
est building’ or ‘how close is
the nearest subdivision’ and
then based on what they see
on they ground, they might
say ‘(approved but for) shot
gun only’.”

of Michelle D. Clinton of
$125,000 in purchasing
requests. The bulk was
one for $100,074 to JWC
Environmental out of
Santa Ana, Calif. It was
for a bar screen system
for Wastewater Treatment
Plant No. 1. In short: “The
other one is pretty much
shot,” Walker said, adding
the money would come out
of the $2,000,000 the council
had already appropriated for
the wastewater treatment
arena.
Approved an ordinance
(following a second read
ing) to adjust the Position
Classification Plan for the
city to be able to promote
four firefighters to the rank
of lieutenant while at the
same time promote four
more to take over the posi
tion they vacated.
This in turn, Chief Robert
Singletary said would allow
the fire department to put
an officer on “each of the
apparatus”.
Note: For more on the
city council, see Saturday’s
Board of Tax Assessors and reappoint
ed Mark Byrd and Neil Reardon to six
year terms on the Houston County
Development Authority.
The final action they took was to
provide SBOO to the Public Defender’s
Office for reimbursement of costs asso
ciated with evaluation and “expert tes
timony” in the case of Georgia versus
David Tyler.
Stockton, Calif, and Patrick
A. Clinton of Warner
Robins, recently completed
U.S. Navy basic training at
Recruit Training Command,
Great Lakes, 111.
During the eight-week
program, Clinton completed
a variety of training which
included classroom study
and practical instruction
on naval customs, first aid,
firefighting, water safety
and survival, and shipboard
and aircraft safety.
An emphasis was also
placed on physical fitness.
