The Commercial Daily Btillotln
The first number of this new dully mado its
appearance In this city on Tuesday last. It is
published by Mr. J. J. Toon, and presents a cred
itable appearance. We have now In Atlanta
three daily papers, and trust that the influence
which each may exercise over its growth; its
mercantile, mechanical, and manufacturing on-
terprises; will make room soon forotheis. “The
more the merrier.” We are of those who, be
lieving in the adage that “competition is the life
of trade” would apply it even to newspaper en
terprises. “So mote it be I"
Coweta Circuit.
The Southern Recorder nt Millcdgevllle an
nounces the appointment, by Governor Jenkins,
of the Hon. Hiram Warner as Judge of the
Coweta Circuit,jice Judge Bigham resigned.
The Programme of the Radicals,
The Washington correspondent of the Tribune
informs the public that “the loyal then, and they
only, both black and wlitir,” in a number of the
" Southern States will shortly issue calls for Stato
r Conventions to he composed of course only of
*' “Joysl” men, black and white—that these con
ventions will '.'frame Slalo Constitutions em
bracing the principles of loyalty, freedom, and
equal rights," and providing for the disfranchise
ment of rcltels—that they will then “elect Gov
ernors, State officers, Representatives, and Sen
ators”—and that the ‘‘governments so framed"
will bo recognised by Congress, which will at
once admit the representatives so elected. Such,
says the Baltimore Quelle, Is the programme,
concocted in Washington, where u number “of
true and loyal men of the South” luive been for
some days engnged In discussing it, and have
gone home to inaugurate the scheme, each car
rying, doubtless, a State Constitution in one
pocket and plentiful supplies of greenbacks In
another.
We can haully believe that any such attempt
will be made in any Southern Stale, especially
in onr own. It taxes our credulity ton much to
think so. And yet, nt what point will fanaticism
stop; where can It lie stayed ? In nil ages. In
all nntlonal convulsions, and even in times of
profound peace, men have been found to risk
everything, to dare everything, to commit even
sacrilege and murder, in order to advance a
mere idea, or to promote some political or selfish
end. To extreme radicals only can the work
proposed to be done in the South lie entrusted.
None' else can, none else will attempt it. And
for why ? Because it Involves necessarily, as the
Ornette says, “the abrogation in loto of both State
and the Federal Constitutions," if successfully
executed, and no sane set of men will attempt
it. Admit, however, that they will, and fortu
nately says the seme paper, “there is a Constitu
tional provision for cases of this kind, and we
doubt not that the President would promptly
pursue it. He is authorised on the application
of the Executive <>f any State to protect such
State flora domestic violence. When, therefore,
the designs of the radical faction approach com
pletion, and their bogus governors aud legislators
and judges insist on seizing the State, we lioiie
that Governor Onn or Governor Humphries
will apply to tbo President for aid, and that lie
wlU give Jt speedily, and smite the black and
white revolutionary agitator* hip and thigh."

Many persons marvel at the fuct that the

actual scarcity of- commodities, caused by dimin
ished production and suddenly increasing con
sumption, has been and stilt is among tlm causes
of high prices, ns welt ns the redundancy of pa
per currency. But prices tend downward, and
must dccljno very sensibly, even without any re
ference to the success oi any scheme of 'contrite
tlon. Hundreds of thousands of men lately in
arms, and largo consumers, must now become
producere, and, beside these, tho vast current of
immigration brings daily accessions to mtr menus
of production;
Drygoods, both foreign and domestic, ltavu
fallen heavily—wholesale prices having declined
20 per’eont—during thh past week. The South
ore demand for goods, which was so brisk during
a few : months following the close of the war, has
subsided, and the supply has exceeded the means
of payment. The South has nearly exhausted
the resources which remained to lt,nftcrtlic\vnr
in cotton, tobacco, naval stores, &c., and the
prospect of production for 1800-7 is far from be
ing good.
Some business men anticipate a general de
cline oi prices, and, as a consequence of it, a con
traction of bank loans, which will fall with se
verity upon hank debtors. Banks are generally
increasing instead of diminishing their loans.—
The loan lino of New York city bnnks before tho
war was $120,000,000, and it is now $240,000,000,
though legitimate business is falling oil. When
the banks shall, from prudential reasons, contract
their loan line, everything upon which these loans
are based wilt suffer a decline in price.
Salaries of tbo Civil S-lil.
The Tbeasurer of the State, by direction of
Governor Jenkins, has published a notice in
tliia paper advising nil concerned that the salaries
of tho “Civil List” for the political year 1805,
