A private letter from Pam, affirms, that be
fore the end of the present month, the French
ministers will submit to the legislature a law up
on the liberty of the press; and another upon the
organization of the municipalities. The law upon
the press, it is presumed, will render complete
liberty to the public journals, from and after the
Ist Jan. 1820. According to the proposed law
on the municipalities, the departmental councils,
the councils of arrondisement, and those of the
communes, are to be napied by the king.
England, Dec. 31.—Income of the consolidat
ed fund for this year, 12,130,0001. Increase of
this last quarter about half a million. Net prq§

The total amount of the queen’s personal pro
perty is found to be but 140,0001. —This is an
answer to all calumny. Os this, 50,0001. are in

perty is worth 8200,000. The Courier under
the 11th Jan. after a loflg neutrality on the great
question, has come out with the strongest testi
mony of horror and indignation against gen. Jack
son, for the execution of Arbuthnot and Ambrist
er. These papers are full of complaints made
by Englishmen, who have been enticed into the
Spanish (republican) serviefe; they suffer every
cruelty and disappointment.

been published at Warsaw. That ‘kingdom in

is equivalent, a great duty is imposed upon them.

Boston, March 12.
Paris papers as late as the 21st January are
received by the brig Mary Jane, 45 days from
Havre. There have been a great number of
failures in England and France, and much anxiety
has been produced; but the French stocks have
rjsen to 67 a 68 10, and the British are a little
better. Reinforcements continue to be obtain
ed in England for the Spanish patriots, and ex
pedited often. They seem to be destined against
New-Grenada. The London Courier mentions
letters from Madriu, announcing that Morillo
has been recalled, and that the great expedition
would sail from Cadiz the end of April, and car
ry out fifteen thousand troops; but a French pa
per says no such intelligence was beceived at Pa
ris. General Desolle is now the French minis
ter for foreign affairs. General Excelmans has
received permission to return to France. An
ambassador from the nabob of Bednore has ar
rived in England. *
Washington, March 11.
Mellish’s Map, has been referred to in the late
negotiations with Spain. From that map it ap
pears, that the whole domain of the United States,
extending from the Atlantic to the Pacific Ocean,
is about equal to two million two hundred and fif
ty six thousand, nine hundred and fifty fme, j
square miles: of which that part lying east of the
Mississippi, and including the Floridas, is equal
to nine hundred and forty two thousand, one hun
dred and thirty square miles. If the whole domain
were as populous as Connecticut, at the last cen
sus, (1810,) it would contain a population of one
hundred and thirty Jive millions, four hundred
and seventeen thousand three hundred persons:

This moment, say 1 1 o’clock, I have anchored
in this port with the squadron under my command,
and prizes the Spanbh frigate Maria Isabel, of!
50 guns, and three transports of the convoy under j
her care, which took on board in Cadiz 606 men 1
and 36 officers—? 13 of the first have died on the
passage, and 277 are rick; the remainder are well,
but suffering of want. The transports are the Do
lores, Magdalena, and Elena, taken the 11th, 12th,
and 14th inst. in the port of the Island of St. Mary,
which they entered taking us for companions, as
on their heaving in right we hoisted Spanish col
ors, and the Maria Isabel signalized for their
number, which they immediately gave and an

The brig of war, Salvarino, which had arrived
the day before, I was obliged to detain for want
of hands to man. the prizes; and I gave the first
into his charge. The second I gave to the brig

third I manned from the 64. On the 14th, at 8,
P. M. I left Santa Maria; next morning fell in
with the sloop of war Chacubuco, which I ordered,
to the island to wait for the remaining transports

MURDERER RETAKEN.
Martin Toohey, convicted of murder on the
person of James W. Gadsden, esq. some time
since, by the connivance of the turnkey of the
gaol, escaped thence on Wednesday evening last,
when both went off together. In compliance
with orders from his excellency the governor, the
Charleston riflemen and Northern volunteers,
were detached from the 29th regiment on Thurs
day last, to scour the country, and retake them
if possible. After a diligent search of about 20
hours, they were discovered in a wood near the
Four Mile House, taken, and brought to the gaol,
guarded by the above companies. When first
discovered, Toohey discharged a brace of pistols
upon his pursuers, by which one of the riflemen
was slightly wounded, who immediately gave him
a blow with his sabre on the head, which severe
ly wounded him, and he was soon after taken by
the party in pursuit. Whilst on their return to
town yesterday, a negro man overtook the caval
cade, and informed that Eery, the turnkey, was
ip the vidraty, when a party was detached, which
brought him in.

FATAL AFFAIR.
The following succinct statement of the unfortunate
affair, which happened on Saturday last in this city,
comes from the pen of a gentleman of respectability
and truth, and is corroborated by the evidence of per
ions who witnessed the whole transaction given before
the magistrates: \ V )
“In relating the circumstances of a fatal rencontre
between John L. Horxias and MTntosh,
which happened on the 27th instant, and which termin
ated in the death of the latter gentleman, we are influ
enced by no other feelings than a sincere regard to
truth and justice. The facts, as they, are exhibited by
disinterested persons present, are these. That, on the
morning of the 27th inst. JobnL, Hopkins, accompanied
by his father and a man of the name of Jenkins, arriv
ed in town; and, sifter some ineffectual efforts at recon
ciliation between the friend of McQueen MTntosh and
John L. Hopkins, the latter proceeded to the boarding
house kept by Messrs; Dewitt & Burnett, where Mr.
r MTntosh resided, and did there make an assault
on him, in the first. instance with a’tirawn sword cane,
and afterwards with pistols. Thai, in the first ren
countre, Mr. M‘lntosh received several wounds in
flicted by John L. Hopkins and. his father, and this
without any provocation, save the previous misun
derstanding that existed between the'parties. That,
op being separated, Mr MTntosh retired into the up
per story of the house, for the purpose of providing
himself with the means of defences That, in descending
the stairs, John L." Hopkins (who was on the platform
of the house and opposite the door leading to the stair
case) presented a pistol, with a threat, that, if he at
tempted to advance, he would shoot him (town. That,
at that instant, the door was closed; and Mr. MTntosh,
availing himself of the’ back-door, proceeded through
the yard, round the house; where John L. Hopkins, ap
prised of his movement, and sheltered by the comer of
the buildingconcealed from view, awaited his approach,
and, without any previous notice, discharged his pistol
at him within five paces. That, on foe discharge, he
retreated, or rather ran, until he reached the end of
the platfinuC when, foe act of leaping behind a tree,
Mr. MTntosh fired without effect. That John L. Hop
kins; availing hifflaeff of foe concealment ofhis person,
took deliberate rim, and shot his heroic antagonist
through foe body, who, while in the act of sassing, and
when his murderer was running with dastardly steps,
; presented his second pistol, and the well directed bail
shattered the fugitive's arm, though twelve yards dis
tant.”
We are authorised to announce captain Jains Pilot
a candidate for major in the 6th battalion of Georgia
militia, in the place of major J. H, Harrison, promoted,
Mr. Lowndes’ object, according to foe National In
telligencer, in visiting Europe, is to make a short tour
, of observation, and return before the next session of
I congress.

! foe 12th Instant, after sitting nearly fix weeks
i The chevalier De Onis has received permission from
his government to return to Spain, next May. His suc
j cessor is unknown.
It was reported in Germany, that various anonymous
j letters were circulated at Frankfort, in November last,
| the intention of which was to dethrone the German
| princes, and establish a republic.
John P- Henry has been appointed United States 5 na
; vy agent, for the district of Georgia, vice A. B. Bulloch,
, resigned.
. Tlie Poughkeepsie Herald, (w. r.) contains the follow
ing rumor, “that the secretary of the navy, (the late
■ chief justice of that state,) is soon to be appointed collec
tor of the portofNew-York; Mid that judge Johnson, off
( South Carolina, will be elected to fill foe vacancy at the
• head of foe navy department-”
Staple of Maryland. —A letter from Prince George**
I county, Maryland, received at New-York, mentions that
| the “planters of that county sold their tobacco last year
for nearly a million of dollars. More than three fourth
of foe quantity was made within the limits of 20 mhes
square, and not one twentieth of the sod within these
limits was cultivated.” ,
The Illinois Emigrant, a paper published at Shawa
neetown, in the state of Illinois, announces that the deaf
; and dumb brother, and foe oldest son of the Mr. Hunt,
(designated in England by the name and title of Orator
Hunt.) anived at that town on the 16th of February.
The Emigrant remarks:—“They have brought out with
them many useful implements of husbandry, and ap
parently a good stock of perseverance.”
The queen of Spain died in childbed, on the 27th De
cember. The foetus, which was a female, only lived to
baptism, and expire in a few minutes after.
On the 18th inst. it was reported at Havana, that the
patriots had Lima, (the capital of Peru,) completely in
their possession. The intelligence was said to have
been received by foe way ofLa Vera Cruz.
