rests theouly hope of our enemies.
There is now really hut one disturbing el
ement between us and n majority of Con- ’
gress—-the right of colored men to hold office
under onr Constitution and laws. I: wa«
represented, aud gone,ally believed, that th*-^
Legislature acted in wilful vicl&tion of law
in declaring them ineligible. The opinioti
and decision of Judge Schley in the ca-a of.
the State vs. White, which was printed in tLe
.Vtiho**l Jh/eUi^mm and distributed in t’oii-
gress, im».lified, and Jn some instances,'
changed, the prevalent opinion of the action
of the Legislature. That case will he (tabled
by the Supreme Court of Georgia in Jttoe.
The decision will settle the law on that
•object. The people of Georgia will abide
by it, Congre** wil!, in my opinion. l*e satis
fied of its justice, will admit the State to rep
resentation. and thus, will end ^ur Federal
troubles.
I taka this opportunity to publicly return
my thanks to the one hundred and eight
gentlemen—judges of the Supreme. Superior
and Ordinary Courts, Mayor* of cities,e>nd
others—who. iu answer to my circular. 'm
nished the testimony relative to the condition
of affairs in Georgia, which silenced lliefaise
witneas and slanders of 'bur enemies, and
destroyed one of the chief arguments upon
