While travelling through the upper part* of
Snuth-Carolina in 1829, among the subjects
which interested our attention, we find the fol
lowing remark* in relation to sites for Manufac
turing, which we copy from the Georgia Court
of Sept. 17, 1829:
" As yau enter the village (Greenville) from the
South you cross Reedy River at its shoals,&. un
mediately below is abenutiful Cascade,where the
riverjprecipitates itseli over therock about 30 feet
inthe whole fall. These shoals furnish waterpower
enough for machinery to clothe the whole state
of South Carolina in any kind ot fihricshe might
choose to wear. Lee’s Shoals in Abbeville Dis
trict, on Rocky River, are little interior, and
have the advantage in the quantity of water.—
} hope te see the time when Carolina will have
thrown hy her prejudices, as an ill-shapen gat
raent, that did not fit her, and boih these noble
sites be occupied by fl wishing manufactories
They can grt all the materials, particularly
cotton, cheaper than their northern fellow citj
zens, and it would save to the farmer at least
the labor and expense which attend its transpor
tation to a more distant market. A native of
the State may be allowed to say, a course of ri
vutship founded on the superiority and cheap
' uess of their manufactures, would redound much
more to her credit and wealth, than the non
cousuinpiion, nnd non-intercourse propositions,
which have disgraced the intellects, and sullied
the reputation of her present statesmen. Ei
ther of the above sites are highly healthy, an and
are situate I in a rich agricultural section of the
Country, which would supply both the raw i; a
terial and the articles of subsistence in abund
ance.”

tional Intelligencer thus proves what, when
States other than Southern States talked of dis
union, was thought of the right of secession by
the oracle of Virginia.

Doctor Robert Collins has published in pamph
let form, a defence against the charges made
ogainst him, in the Report of a majuiily of the
late Macon Bank Committee. Dr. C’s stafemenl
in the extract which we puhlnhad last week,
shows an ahiount of means In the Bank, when
he left it, -nominally equal to all its engagements ;
which after rTedticfing the $43 000 of bad debts,
stated by Mr. Atkison, the Cashier, left it able'
to pay about 94 cents on the dollar. By a fur
ther extract from the Doctor’s review, which
will be found in out advertising col ain ns of to
nay, he repeats his denial of any bill* being is
sued and sign,ed by him that were not register
ed j that if tiny such can he produced he will
p y them in specie ; ami that he intends to pub
lish the register, that each bill holder maybe
ab'e to ascertain for himself. This certainly is
fair, and full to the point. Tire widespread mis
chiefs of that failure, ni.nst naturally sour, and
prejudice the public mind against all persons in
any way connected with the Institution ; but it
does nobfullow that nil must be censurable or in
, -equal degree. We are among the sufferers ;fur we
hold some of the bills, which like'*s£#•righteous
ness, make it the worse for that person who has

COLDS, in the winter season, are usually
token whenever there is a sudden change from
cold to a moderate temperature, and always
when it thaws, more especially if the feet ace
suffered to be wet —We have tried the experi
ment and" never knew it fail. To wet one foot
is quite sufficient. People should learn prud
ence from a cat—she a ill never wot /ter paw—
noteven for a fish—and puss never takes cold
There is more sensitiveness in the feet than in
any other part of the system. We therefore
advise all who wish to avoid a cold, caugh If
consumption, hot to patronize cold nater socie
ties with iheir fset. Achillecs is not the only
one vulnerable at the heel.\Ve are all vulnerable
there. Death may be said to dog our heels lit

Cotton —The receipts since our last review
are 6034 bales, and exports 2088, leaving the
'stock on hand- including all ou ship-bond not
denied, 31,593 bales.
Business was interrupted in the early part of
the week by the inclemency of the wea
ther, and the sales were very light until yester
day, when about 1000 bales changed hands at
lull prices. The week’s business, however, does
not exceed 2,600 bales. In a few instances,
owing to the small quantity offering, holders
were enabled to realise a shade over the rate*
current the last week; no general improvement,
however, has bee 1 established, and we cannot
change our quotations. The stock on hand is
comparatively large, and holders hitherto have
manifested an unwillingness to meet the market
value. This may be owing to the fact that some
of the earlier purchases were made in the coun
try under the expectation of higher rates, and
hi the hope, though perhaps without the pros
pect efescaping loss, it has been withheld from

Cotton.— The sales of the upland since our
-last report will reach about 5000 bales, at all
prices from 9 to a 11 cents—chief sale* 94 b 9|
cents; very good lots 10 cents ; prime 10* a 10A
cents; choice 10} all cents. The sales made
have been at reduction of } and in some iiistan
ces 3 8 cent from the prices of last week, in all
descriptions except choice. The advices ft o n
Liverpool to the 28#i December, appear to have
xnade but little impression upon our market
W« had a demand yesterday at our quotations
—we quote 9 a 10fi and 11 cents.
Bice.—There has been « fair .demand (ot this
article since our last, and sales of the week will
amount to About 600 casks, at all prices, from
2 6-8 a $3 1-B—principal sales 2 6-8 a 2J and
$3. We quote 24 as3 l-'B, and upwards for
strictly prime.
Corn—One cargo arrived in the week, ar.d we
understand it sold from 65 to 70 ct*. The aril
cle is retailing from stores in small quantities
at 76 cents
Freight- —To Liverpool, 4' *9-16d per lb. ;
to Harvie, 1 1-8 a 1$ cent per lb.; to New York

FURTHER extracts from a Review of th>-
Report of the Joint Committee on ih*
Bank of Macon.
It is alleged “ that the register of the bills ii
sued and kept by me is not correct, and ought
not to he relied on.” If any thing coming from
the majority of that committee could have «ur
pi ised me, it would be this shameless nnd uo
founded assertion. The supposed difficulty of
detecting the falsehood of the statement, no
doubt gave them confidence to venture it; nut
in this hope they shall be disappointed. So far
as tips charge goes and is intended to convey
the idea that Vhere are bills on the Bank of Ma
con in circulation, signed by me as Cashier,
which have not been fairly registered, it is false,
and the author, with all others who assented to
this shameless insinuation. Ido not hesitate to
pronounce base and wilful calumniators. The
public will be surprised to leara that the com
mittee, so far from having a particle of testimony
to support this charge, have made it in the face
of the very strongest evideuce which could be
adduced to prove a negative, she ./mg. its false
hood. It was kuawn to thorn, that oa a former
occasion, and in answer to this same charge,
which then existed only in rumor, 1 had distinct-'
!y stated in the public gnzettes, if there was a
single bill in circulation signed and issued by
me, that did not appear fairly set forth on the
books of the Bank, that 1 was ready at any mo
ment to redeem it in specie. At the game time
I requested that the Register might be publish,
ed, offering to pay the expense myself, that eve
ry bill holder might have an opportunity to exa
mine for theiqselyes. Here then was a mode,
pointed out by myself, by which it ceuld be ac
curately ascertained whether there was ‘‘any
bills in circulatioa which had not been register
ed.” But it was rejected them, by then, i*y the
Managers of the Bank; and the committee who
have so recently had that Register in their pos
session, with the power to contol It, have still re
fused to afford to the public the opportunity oF
examining it and judging for themselves. They
knew well that it would prove the falsehood of
their pttiful and base insinuation. But I repeat
‘again, their hope to avoid a detection of the ca
lumny they lmve propagated shall be disappoint
ed 1 have applied for, and so soon as the Re
gister can be obtained, am determined that the
Register shall be published ; by which an impar
tial public may determine the truth or falsehood
of this accusation.
