State of Georgia for a Governor, members
of the General Assembly and other officers,
under the provisions o( General Orders
No- 40, issued from these Headnuurtets,
which election commenced on the 20th day
of April, 1868, and continued four days, it

I. That, at said eleetion, Hon. R. B. But
bock received a majority of all the votes cast
for Governor of the State ot Georgia.

Declaration of rrinrlplo :

evinced by the adoption, iu a majority of the States
lately in rcbeUion, ot Constitutions wcurin 4 equal civd
and political rights to all, aud regard it as the duty <n
the Government to sustain those inslitutioiw, audio
prevent theJieople of sn«h States from being reunited
to a State of marcby.
2d. The guarantee, l>y Congress, of equal suffrage to
all loyal meu in the South was demauded by every con
sideration of public safety, es gratitude ami of justice,
and must be maintaioed, while the question of Mtnrage
in all the loyal States properly belongs to the people of
those States.
ad. We denoum e all forms ot repudiation as a na
tional crime, and tfie national honor requires the pay
ment of the public indebtedness, m the utowel good,
faith, to all creditors, at home and abroad,' not only
aceonling to the letter, but the spirit Os the laws
under which it was contracted.
4th. It is dye to Uye labor of the nation that taxation
should be equalized and reduced as rapidly as the na
tional faith will permit. i
Sih. The national debt, contracted, as it bits been, lor
the preservation of the Union for all time to ctmie,
should be extended over a fair period for redemjition,
and It is the duty of Congress to reduce the rate- of in
terest thereon, whenever it can honestly be don®.
6th. That the best policy to diminish our burden of
debt is to so improve our credit that capitalists will seek
t.loan us money at lower rates of interest tliau we now
pay, aud must continue to pay, so long as repudiation,
partial or total, open or covert, is threatened or yus

Sth. We profoundly deplore the untimely ami tragic
death of Abraham Lincoln, and regret the Accession of
Andrew Johnson to the Presidency 1 , who has acted
treacherously to the people who elected him amt the
cause he was pledged to support: has n«irt’c<l high
legislative and judicial functions; tans refused to exo.
cute the laws; has rrsed his high office’ to Induce other
officers to ignore and violate the laws; has employed
his executive powers to render insecare thr- property,
peace, liberty and life of the citizen; has abused the
pardoning power;-has denounoed the National Legisla
ture as unconstitutional; has persistently and corruptly
resisted, by every measure in his power, every proper
attempt al the reconstruction of the States lately in re
bellion; has perverted the, public patronage into an
engine of wholesale corruption; anil has been justly
impeached for high erimes and misdemeanors, and
properly pronounced guilty thereof by the vote of
thirty-five Senators. , ,
9th. The doctrine of Great. Britain end other European
rowers, that because a man is ouCe a subject, he is
always so, must be resisted at evary hazard by the
United States, as a retie of the feudal lime, not author
ized by the law us rations, and nt war with our national
honor and independence. Neluralfzed citizens arc enti
tled to be piotecled in all their lights of ciUzeuship as
though they were natural Iwn, and no citizen of the
’United Stales, dative or nat»r»llzed, must be liable to
arrest and Imprisonment, by any foreign power, for acts
done, or words spoken, iu this country, and if so arrested
. and imprisoned, it is the duty of the Goveruineiit to
interfere tn We behttif.
Iffth. Os all who were faithful tn the trials of the late
war, (here were none entitled to more especial honor
than the brave soldiers and Seamen, who endured the
hardships of the campaign aud cruise, and imperilled
lheir lives in tlw service of the country. The bounties
ami pensions provided by law for these brave defenders
of the nation are obllagtivus nevef to be forgoaten. The
widows and orphans of the gallant dead Are the wards of
the people, a sacred legacy bequeathed to the nation s
protecting care. . ■
lltli. Foreign immigration, which .In the past has
added so much t<» the wealth, developfhcut of resources,
and increase of power of this tidlion, the asylum of the
oppressed of sll nations, should be foster®! and encour
aged by a liberal andjast policy.
12th. This Convention declares its sympathy with, all
the oppressed people which aie struggling for their
rights. '

Dear Sirs—During a residence of some ten
years as a, Missionary in Siam and China, 1 found

Summer Complaint and Dysentery-
Bowel complaints seem just now- to be the
prevailing clement, and any medicine that is
everywhere acceptable, and that is rulialde, Isa

seen, heard, and experienced, we believe Davis'
