After haying examined Mr. Stephen Millet, Master of
the said fehooner, together with Citizen Valentine, Cap- .
tain of the privateer, the Captor, the said fehooner Comet,
with her cargo, were declared good prizes, conformable to the
12th article of ads concerning prizes, of the 21st October
1744, which runs thus:
“ Each foreign velfei fliall be accounted a good prize
the crew of which fliall be more than one third of foreign
ers, fubjeds of n enemy’s state; or which (hall not have
on board a muster roll signed by the officers, publilhed at
those neutral places from whence these veffols shall have
- failed.” _1 , “ ■
And again, Conformable to the 2d and 3d articles of the
resolutions of the Committee of Public Safety'of the 14th
Nivofe, 3d year of the Republic: “ That all contraband
and prohibited ttrerchanmfes to neutrals Hull continue to
be liable to seizure, and tlut under inch a head arms, in
struments, and ammunitions of war, of whatever kind they
may be, ate included.”
In consequence of which the fiid fehooner and her cargo
fliall be delivered to the Captors, and fold on their ac
count, according to forms preferibed.

The brig Abigail, of this port, Hugh Kinnear, Master,
bound for Jamaica, was taken, on the 22d April last, off
Cape Nichola Mole, by a lniall French privateer, and
carried into Port de Paix. Capt. Kinnear writes his own
ers that he was afraid both brig ami cargo would be con
demned, as many American veflels had been, and, with
their cargoes, fold. Five other vessels it was also expected
would be condemned, a late decree from France ordering
all bound toTngfifh ports to be thus dealt with;

THE Central Administration of tire Department of
Mont Fonnere has iffued’ a proclamation, bearing
date of the 28th February, to the inhabitants of that de
partment, informing that they are for ever incorporated
with the great nation, and that the Rhine is irrevocably
fixed for tire boundary of France. You are no longer Pa*,
latines, LLcxpontines, Mentzers, &c. (fays the proclama.
tion) you are Frenchmen.
Cologne, March 13. The provisional division of
ci-devant German provinces between the Rhine and Meuse,
and Rhine and Moselle, completed under the direftion of
the CommifTary Rudler, has been approved of by the Ex
ecutive. Dire&ory, ‘Fhefe new departments are far more
extensive than tlie old ones, and contain each from 400,000
to 600, qoo inhabitants. They are composed as follow’s:
1. Department of Mount Tonnere comprehends the pa
latinate on the left bank of the Rhine, the bilhoprics of
Worms and Spires, and the Imperial cities of that name, I
the duchy of Deux Fonts, the principality of Liege, and |
the ele&orate of Mentz, weft of the Rhine. Mentz is the
chief place, the feat of the Central Administration and of
the tribunal?.
2. Department of the Sarre comprehends the territory I
of Nassau Saarbruck, an and of a number of other petty prindes I
and counts of the empire, near the old French frontiers, I
tlie principality ot Veldenz, and the upper electorate of I
lreves. Irevcs is tire Chief place, and the feat of the I
Central Administration and of the tribunals. - I
3* Department of Rhine and Moselle comprehends the I
lower electorate ot l'rcves, the principality of Simmem, I

liefday. A woman in the department of La Sarthe, dis-l
liking the embraces of her. hulband, cited him before ll
tribunal, con filling of her father, aged 66, her mother, I
aged 67, and her lifter, aged 33. Before these judges fill
accused him of intemperate conjugal affeiftion, of which !<■
was found gudty. He was immediately incapacitated brl
