i d yesterday from Charleston, after a pas
sage of I" days. There is also an arrival
from Vera Cruz, with accounts from that ci
ty to the 12th ult. It is said by her, that the
Vice-Iloy of Mexico has been dethroned by
the populace, and a new Junta formed ; de
puties had been appointed by the Junta to go
to Spain, and request a King from the Cor
tes, to be. selected out of the Royal Family,
and to reside amongst them ; or to acknow
ledge the independence of Mesteo. ! g ve
vou the intelligence as 1 received it—it is
certain, however, that there has been a re
volution in that country.
Intelligent gentlemen who have re
cently returned from St. Domingo, give
n deplorable picture of affairs at that
place, under th'e administration of Bo
yer, who is represented as a man of no
energy or decision of character, and bis
reputed mildness is not appreciated as a
very estimable trait by such a people as
the Haytians. At the Cape, the im
provements introduced by Christophs-,
in manufactures, arts and trade, had much
declined, and anarchy, discord and civil
jealousies, with their concomitant train
iif evils, prevailed. The dispersion of
the treasures amassed by the late Empe-
ror, had tended to increase the habitual
idleness of the people. It is staled as a
fact, that one of the Generals plundered
from the imperial treasury four hundred
thuviand dollari, before llic Republican
President took possession of Sans Souci.
The College at the Cape had ceased its
operations, am! the learned Professors
were dispersed. At Port an- Prince,
likewise, insubordination, intrigue, and
disregard of the laws, w ere the order of
the day. The army' of Boyer was under
had discipline ; it was not uncommon to
see an officer with gold epaulettes, and
all the glittering ornumentsjof his rank,
nod at the same time barefooted and
barelegged. All things appeared *to be
paring the way for some ambitious Chief
to raise his standard, “ cry hnvock, and
let loose the dogs of war,” and wade
through rivers of blood upio the throne.
There is an inveterate hatred subsisting
between the blacks and mulattocs, (lie.
v consequences of which are continually
noticed.—The trade carried on from the
U. States, is ruinous, owing to the mar
ket being overstocked with our produc
tions, the high price of coffee, and the
bad faith cf the merchant*, and the want
of accommodation and facilities manifest
ed by the government.

neighborhood would immediately enter

THE UNICORN.
In the forty-seventh number of that
invaluable work, the (4'iarterly Review,
received from our correspondents at
London, we find another amusing anJ
interesting article in relation to the
Snowy Range of the llyinalaya moun
tains, forming that stupendous buttress
which supports on the south the celebra
ted Table Land of Central Asia. The
article of which we speak, is a renew
of n tour through a part of these moun
tains, to the sources of the rivers Jumna
and Ganges. In the course of the re
view, the writer introduces a letter from

information has been received at Charleston
from Havana) is the only article of news of
much consequence furnished by the last
mails. The emancipation from old Spain of
her most important American provinces,
in progress, and there is no reason to doubt
that it will, in due time, he accomplished.—
But when this lias licen effected, what may
he the ultimate fate of the revolutionists—
whether they w ill estabiLh for themselves
governments like uur’x, based on true re
publican principles, or may prefer the trap
pings of .royally, irr still more unfortunate,
become the victims of military despotism,
time alone can determine. If the revolution
in Mexico hav e for its object as reported, to
receive from the Cortes of old Spains K
to rule over lliem, lobe selected from the
pn sent royal Slock, vve should think they
would gain hut little by the change.

should he applied to the improvement of our
rivers and public highways and the cutting

free schools, and tile discharge of all direct
taxes and internal duties which may hereaf

would he permanent and general,and would
dispense to the people the innumerable

Extract of Letter from Havana.
“ A royal decree,givingapremium ofti
francs on every quintal of cotton impor
ted into France, in French ships, from
all countries in America, excepting the
United Slates.”
The above decree, we presume, w as
intended to aid Mr. Hyde dc Neuville in
bis Commercial negotiations with this
country ; it cannot escape the attention
of government.
The French Government cither do
not know the value of our commerce, or
they do not wish a free intercourse with
»is, for fear, wc presume, that our princi
ples of liberty may have a pernicious in
fluence over the loyal French, 'i hat we
are unpopular, and growring more so w ith
that Government, there can be no doubt;
and so far from expecting favour or af
fection, common justice will be denied
to ii*. Our institutions are peculiarly
obnoxious, and they affect (o despise us.
The ultrae have got the upper hand, and
the people of France are daily growing
more and more discontented with their
.situation. How can it be otherwise un
der a king, who acts as if be held bis
crown by permission of the good people

As the storm of European Despotism
is tint to be directed against NAPL ES,
sve cannot but look with particular in
terest to nil events which can affect the
safety or the overthrow ot its newly or
ganized government, 'i he article w liicli
we to-day publish from the government
paper at Naples, is calculated to invigor
ate hope. Unanimity among the people
of the country is the lirst and greatest
requisite of defence, against foreign ar
mies. The war about to lie waged by
what is profanely not to say blasphemous
ly, called the Holy Alliance against Na
ples, Spain and Portugal, is the most na
ked and avowed war against the Inde
pendence of Naples nnd the Rights ot
Man, vs Inch has ever been waged. The
war of 1703, was less odious and detes
table because, alihongh it could not bat
be believed that it was made on the same
principles as that about to be declared,
yet those principle* were not lb-*'* open
ly and audaciously avowed.
' In brief, what a’rc the principles upon
which LVarisuhout to be declared 1 h int,
that neither the I’eoS.e, nor the Sove
reign of any country, shall ameliorate or
improve the form of their Government,
without permission from a combination ol
Tyrants. Second, that if the People do so
alter the form or spirit or principles ol
their Government, without permission
that their Altars and their Firesides shall
be laid desolate, and they themselves be
offered un as victims to the Demon of
Despotism :—and Thirdly, that every
Sovereign who shall from lear, affection
or respect for his People, consult their
interests und acknowledge their Kignt*,
shall be summoned like a Culprit, to an
swer at the bar of the sclf-coiislitutcd
arbiters of Europe.
Such principles must excite the detes
tation of every lover of mankind, and cull
dovsn execrations upou their authors and
‘abettors. We deprecate the introduc
tion of Party polities into our Pulpits,

corn of the ancients. The hoofs arc di»
vided, and the size that of a horse, from
twelve to thirteen hands high : tierce
and extremely wild ; seldom if ever
caught alive, but frequently shot ; and.
that the ffesli is used for food. The
person who gave the information to the
author of the letter, (Major Latter,) has
repeatedly seen these animals, and eaten
the flesh of them. They go together in
herds, like wild buffaloes. The draw
ing accompanying the letter shows snme
resemblance to a horse, but lias cloven
hoofs, a long curved horn, growing out
of the forehead, und a boar-shaped tail.
From its herding together, observes the
reviewer, ns the Unicom of the Scrip
tures is said to do, ns well ns from the
rest of the description, it is evident that
it cannot be the rhinoceros, which is a

ELOQUENCE OF SHERLOCK.
Bishop Siietu.ocu, in one of his ser
mons, has tho following elegant passage,
which is quoted by Ma. Ilt.stii, in In*
Lectures on Rhetoric and Belles Letters,
as a remarkably tine example of tiie fi
gure of personification. 'The author is
comparing our Saviour with Mahomet.
Go,” says lie, “ to your Natural Re
ligion—lay before her Mahomet, and hi-
disciples, arruyed in armour nn-f blood,
riding in triumph over the spoils of lluo-
rods who fell by his victorious swonl.
Shew her the cities which he sc! in
flumes, the countries which he ravaged
und destroyed, and the miserable dis
tress of all Hie inhabitants of tho earth.
When she has viewed him in this scene,
carry her into retirement—shew her the
Prophet’s chamber ; his concubine* and
liis wives—and lelher hear him alledge
revelation, and a divine commission to
justify liis adultery and lust. When she
is tired with this prospect, then shew
would give to llie stale iqpermanent fund,
which would enable her take the banking
institutions within tier jurisdiction into her
ow n bauds, and thereby tie enabled to con
duct them for the convenience and benefit
uf her citizens generally.
It i‘> stated in tho Richmond F.nquirer,
that (tarty member* of Congress are appli
cants to the President for office. This
is a sorry statement to go forth to the
world, and one which should not bo with
out its effect. Of its general accuracy,
we have no doubt. The number of ap
plicants who had seats in the last Con
gress, mav lie a few more or less; but
that very many arc thui soliciting offices
from the general government, cannot he
doubled. Such a condition ol things i*
in mifestlv discreditable both to the cln-
ructer of congress and the nature of our
institutions. It is discreditable, that a

for a nation like our*, should abandon
his scat, or seek to do so, fir the sake of
becoming a Justice, or a Marshal, ora
Commissary, or a Collector of revenue,
in a newly acquired territory. It is a

legated to Congress who .are open to lie
seduced by the petty temptation of a I

eighty-seven and a half cents weekly af
terwards ; else the debtor is to bo dis
charged.

gef in the Eubcrl Fulton from Havana,
that advices had reached that city otthc
appointment of Lieut. Gen. O’Donojc,
to the high and honorable post of \ ice-
Roy of .Mexico, in the place of admiral
Ai-odai a, whose term of service bud ex
pired. Tliis gallant general, who, da
ring the war with RonnpVb, rendered
such signal services to hi* country, ex
perienced, on the return of Ferdinand to
his kingdom and throne, the persecution
and disgraee, in which so many other
distinguished men vvere iuvnlved : and
it lias even been said, that the torture
was applied to him on suspicion of being
concerned in a conspiracy against the life
of the King.—As a reward for Ids many
suffering*, and out of regard to Ids great
popularity among the people, the new
constitutional government appointed Lim
mu essively, Capt. (ienei.il of Andalusia,
Governor of Cadiz, and finally Vice-Roy
of the Kingdom of Mexico.—Courier.

net, Capt. Read, hauled out from the Na
vy Yard yesterday, anil w c understand,
w ill sail Ibe first favourable wind, des-
liocd lor Pensacola, to touch at the Ha
vant. Wc also learn that the Hornet
goes to Pensacola for the purpose ol
conveying the Spanish officers and troops
to the Havana.
We likewise understand, that the U.
S. frigate Coslitulion, Capt. Jones, now
fitting out at Boston, has orders to pro
ceed to the Mediterranean, and will sail
in all next month.

to grant a chop or permission for the re
gular transportation of her stores, he.

ons, he. There was every appearance
of an amicable adjustment of all diff er
ences' when the Huntress sailed, 'i'lie
Congress was expected to sail for Rio
Janeiro about the 25th of November,
or sooner, if au adjustment would per
mit.

The evidence appearing against the accu

them before a jury, but was sufficiently strong
to make it the duty of the l*»y Master Gen
eral, Colonel Tow son, (to whose vigilance

rest, and such as to induce Judge Thniston,
after a Ithnrvous examination, to commit
them (Jr trial. In tiie mean time, measures,
we presume, will lie takru by the proper
authorities to obtain further information.
Among tile papers lound in possession of
tii *o persons are several eeitifieatvs and
seals oi Clerks of Courts of different states,
relative to niugistriitrs’signatures,apparently
genuine, hot given on sheets of paper left
blank except w here the eertifirnte is written,
and which, it is apprehended, were intended
to be affixed to such documents as the Inil-
deis might think proper. .Ho loose a prac
tice on the part of Hie Clerks of Courts,

scription»,) must neeessarily afford the great
est lacilities to persons disposed to practise
imposition on the government. Indeed, un

it will be utlerly impossible to detect surrep
titious documents, or 10 audit genuine claims
on the government, without causing great

THE MURDER CONFESSED.
Manuel J’lulip Garcia, one of llie two
Spaniards enm nitted to our j-iil for the
murder of J’ter Isigtsudcllt, lus made a
cunfetsiou of the facts and circumstances
of that horrid transaction to the Mayor,
but as the case is to be brought before
the examining Court to-day, wo forbear
for the present to detail them. All that
wc feel ourselves at liberty to state is,
that llie confession goes to acquit llie
confessor, while it fixes llie whole upon
his comrade, whose rest name lie says
is Demur Garcia Castilano. No other
motive is suggested lur llie perpetration
of the murder than n quarrel of some
months’ standing bf tween Lagiiudette
and Castilano, respecting n girl in Bal
timore, by the name cf Binney.
It was expected Hint this man’s confes

We lure pleasure in stating that d discos
very has recently been made of a bed of
marble in this county. We saw a specimen
of it a few days ngo—its surface exhibits a
beautiful green, intersected by white, uud oc-
rasiotiully tinged with other colours, and ap-
iiears to lie capable of a high polish. We
have nut learnt the exact situation of this
bed of Martile, ncr any other particulars.—

daughter of n poor woman of Groton,
Connecticut, is now exhibited at New
London. She is but 12 years old, is 6
food 7 inches high, measures 4 feet and
10 inches round the body, and weighs
