upon which they rest We, therefore,

we know is, that a report, or rumor to
this effect, has gone forth, and what we
mean at this time to say is, that we hold
all such combinations or “Bings," to be
not only corrupt, but exceedingly mls-
ehievons to the Public interests, and the
w elfare of the commonwealth.
Wo earnestly hope, if any such pro
gramme bos been in contemplation, it
will be abandoned.
We moreover, with equal earnestness,
invoke every’ Democratic member of the
Legislature, if any such attempt shall be
made, to have nothing to do with any
such business.

every other act ot Governor Kullock’s
Administration, stand upon its legal
merits, upon full ami proper investiga
tion before the proper tribunal.
Let the Legislature organize upon no
principle, except Democratic principles,
on which tha majority was elected.—
Upon these principles they can give no
countenance to corruption in pluooa cither
low or high. In the selection ot their
officers, therefore, let both Houses look
mainly to ability and fidelity te carry out
the groat trust committed to their
charge, with u fixed determination
to he governed, in all their notions
from tho beginning to tho end, by no
policy, lint that which sliall best vindicate
tho honor, dignity, and rights 6f the
State, us well as the rights and interests
of the poopTc ntlhfge. If any discrimi
nation is made in guarding the rights and
interests of ono class with moro vigilance
than those of another, let it he in behalf
ot tho tux-paying, laboring class, who
aro earning their broad, in some depart-
wont of industry or other, hy tho sweat
of their brow.
Lot the rights aud interests of this
class, who itre scattered Ml Over the land,
day, uhows a ooin balance of gnly seven
ty millions. Thirty mjll|«ms of this
amount will be required to pay off the
November interest. The law requires
a reserve of thirty millions te be kept
always in the Treasury. Then there is
the January interest to he provided for.
It is estimated by tho best informed
financiers here, that under the most fa
vorable circu ms Unices, Mr. Boutwell can
only secure a sum of forty millions be
tween now ami the first duy of Decem
ber, with which to redeem the hundred
miltionsof five twenties.
The whole syndicate scheme is dc
uounccd as a miserable electioneering
dodge to holster up the reputation of the
Administration until after the coming
elections are decided. But eveu this
will fail, as the wkole tiling lias been ex
posed, and to-night the various newspa
per correspondent* ate sending the story
to every section of the country. There
is much excitement in the city over the
denouement. Assistant Secretary Rich
urdsou writes bom Loudon to step the
shipment of any more bonds; that he
bns now twenty millions on hand which
bo cannot dispose of, and that he is actu
ally frightened at the prospects ahead.
Consequently, orders hare been issued
to suspend the further printing of the
bonds, and their shipment to Eu
rope lias been discontinued. This is a
great disappointment te several lots of
Treasury (lets who have for the post week
been pocked up, prepared for a jaunt te
Europe at the government expense, os
tensibly to deliver these bonds to sub-
soribera in Europe.
