My Dear Sir: Yoor letter, wiTtng that
the Hod. Jumps M Smith, member elect
to the Legislature from this county, is
sjKiken of in connection with the Speak
ership of the next Houso of Representa
tives, and asking what manner of man
he is, baa been received, and I avail my
self of tbe first opportunity to send you
a burned reply. It may lie well to pre
mise that Mr. Smith ia my friend and
partner—a relation which, while not per
mitted to infinence my pen, at the same
time famishes the hast opportunity to
judge of his character and qualifications.
Well, then, be was bom In Twigga
county, of honorable but poor parents,
aud waa brought up and educated in Mon
roe connty. Ho ia literally a self-made
man. When a boy he road everything
he could lay bis hands upon. Sometimes

ted to the bar, and subsequently

rose to distinction in the Flint and ad
joining Circuits. He did not confine
himself exclusively to the law, however,
but extended hia studios to history, lit
erature and the more useful sciences, and
is now one of odr best informed men, as
he is one of the ablest, most honorable
and liberal minded lawyers and states
men in tbe State. His party was in the
minority in the oounty aud Congressional
District in which he formerly resided;
and hence, though frequently called up
on to land a forlorn hope, he waa never
elected to and nererfUled any office He
was disabled in batUo during the bite
war, and was subsequently sent to the
Confederate Congress, where he served
ouo or two sessions. Under the late act
of Congross, therefore, ho ia not incapac
itated, as I understand it, to bold any
office, State or Federal, to which the
people may see fit to call him.
From Upson, Mr. Smith came to Co
lumbus to reoido, after the war. He at
ouce took rank with the ablest members
of tbe profession on either side of the
Chattahoochee, and is nnlvonully es
teemed by our tieople for his modesty,
integrity and Ability, lie was pressed

means, the Legislature is uot the trf

Tho trial of frond or no fraud cannot be
hail in tbo Legislature. It must neces
sarily be in tbe courts. But whether
those who wish to attack and upset tbe
lease can succeed in the courts is

But the result of tbe scheme, if consum
mated, will be, not only to vacate the
lease, hut to upset matters generally, and,
to use a common phrase, to produce
“aonfcreion worse confounded."

The people appear to be satisfied with it,

tends, if it is done, it will be dono by
tbe members from Middle aud Lower
Georgia. I have bad some means of
knowing the public sentiment nurtli of
tho Ohattnhoochee, and it is almost
unanimously iu favor of letting the lease
alone, ns it is tbe last disposition which
could ho ruatlg of the road. I have heard
of hut one member north of that river
who is opposed to the lease, and oven he
will doubtless refuse to carry out this
revolutionary project to rid of it.

acts. Bat neither bribery, cajolery nor
