It haa been announced, bj telegraph,
that Hon. Daniel W. Voorheee, the rter-
ling Democratic Bopreaentatire of the
Tarre Haute District of Indiana, in the
pretest Congreea of the United States,
baa appeared ia a card or an addreae to
thapublio on "The Situation;" in which
he ueee the following language:
“I keenly appreciate the importance
of an authoritative ezpreeeion of j
plea, which are to guide ns in the fnture
as-in the past. It should be mode at an
early date, in order that organization
shall be perfeeted and oonfidetioe re
stored bj the time the approaching cam-
« is upon us. This, however, shonld
i worjt of a National Conventiou,
embracing delegates from all the States.
I Am in favor of calling saeh a conven
tion at some central point In the West,
on a day not later tbau the 22d day of
February next. The call should be issued
by the National Executive Committee,
and delegate* should be appointed by
tSfcute and District Conventions. The
business of this body should bo to care
fully and patiently weigh ull views laid
before it, to agreo and publish a clear
and definite declaration of •principles
upon all matter* affecting the polioal wel-

“Iu tha meantime, the Peoples of the
States can disouss, approve or disapprove
of what lias been done. It would be the
duty of all Democrats taking part in

own oonvictiona even to the platform of
the National Convention, they can step
•aide in quiet, without embarrassing
anybody else. Let us, however, have
political, as well as personal harmony,
and success is within our reach. If the
entire Democratic vote can be consoli
dated, inspired with enthusiasm, and
brought to the polla, General Grant
cannot be re-electod. It was the voters
iu onr party that staid at home on the
day of the election which wrought such a.
wide-spread defeat There is no increase
of the Republican vote.

which cannot be built without it will not
pay. We adhere to the corrcclmes of
of this proposition as a rule.
We adduoe the case of the Air Line
Railroad to sustain us. The Legislature
granted the company an indorsement of
•12,000 per mile. Some time slier the
first twenty miles were oompleted, the
oempany epplied for sDd received from
the State the indorsement upon its bonds
to which it ws* entitled according to law,
on the tweuty miles, amounting
•240,000.
They then tried to aell the Bonds, but
oould not realize is much for them es they
were willing to take. They intended to
pay the bonds—did not intend to leave
them a burden npon the people of the
State. Acting thus in good faith, they
refused to sell the bonds exoept at p fair
price.
The company then resolved to build
the roed with their own unaided means.
Aa coon as thi* determination woe made
known, they found ready sole lor their
bond* at satisfactory prloea. The in-
dorsed bond* were oanoeled, and Oen.
Austell, in a note addressed to Gov. Bul
lock, on the 16th day of July lost, said:
"In compliance with your request, I have the
pleasure of stating to you that the Two Hundred
»ud Forty Thousand DolUr* of the bond* lssue-d by
tb* AUsnU and Richmond Air-Line Railroad, in
dorsed by the Stole of Georgia. have been canceled,
and are now In my vault In the building and
completion of our road, we will have no occasion of
using any more of the State's indorsements."
This was signed by “Alfred Austell,
Vioe President, ” and.written at the verbal
request of Oov. Bullock, after being ver
bally informed that the bonds had
been canceled, and were sobjeot to the
orders of the State. They, however, lay
in the vault of the Atlanta National
Bank, till, on the 9th day of November,
Mr. E. W. Holland, the Treasurer of the
Air Lino Road, carried them to the Gov
ernor's office, and delivered them np,
taking a receipt for them hearing date
of that day, of which the following
oopy:
"Received of K. W. Holland, Treasurer Georgia
Air Line Railroad Company, t«o hundred and forty
bonda, of said Company—No. I to‘J40, both inclu
sive, for One Thousand Dollar* each, upon which the
Indorsement of the State bad been placed In accord
ance with an act of the General Assembly, appr —
Maptember Jint, IftOH—smid bonds having been
ocled by the officer* of said IUUroad Company and
returned to this Department"
This receipt is signed by Benjamin
Conley, who is now discharging the func
tions of the Executive office.
Here is a foreible illustration of the

The Air Line is now graded some
twenty miles beyond Gainesville, and is
under contract to tho Ttignloo River; and
it will be completed and the curs running
from Charlotte to Gainesville next
spring, leaving only a space of some 50
miles, which will bo oo upletod without
any undue delay.
The ('nlted States Land Scrip.
The Senate on yesterday reconsidered
their sotion in regard to this Land Scrip,

this donation equally to Milledgeville and
Dahlonega to establish colleges was de
feated. This is a matter of great im
portance to the whole people of Geor
gia. The graut of land, 270,000 acres,
if sold to-day, would bring 00 cents per
aero, amounting to $243,000. Here is
nearly a quarter of million of dollara,
donated to Georgia for educational pur
poses, and should the lands not be
sold now, but judiciously! located, the
amount that they would yield, wonld no
doubt be doubled or trebled in a few
years. We doubt if the members of the
Assembly have given this subject the
thought that it deserves. Hen&e,
would deplore any hasty or inconsiderate
action, and would respectfully suggest
that it would be the part of wisdom to
take ample time to consider the subject
in all its benriugs.

proscribed by law (or rule of tho Court)
when the cases from the several circuits
will be taken up. It is truo that the time
for the commencement of the session and
tho order iu which the so 7eral circuits
will lie called fixed aud published—
still, this does not meet the requirements
of the profession or the Constitution.
Attorneys from distant parts of the State
are compelled to come to Atlanta aud
s' ond several day's, in order to be here
when their respective circuits* re reached
—losing time from other business, aud
incurring heavy hotel expenses in watch
ing the progress of business iu the Court
TUe framers of the Constitution seemed
to have anticipated this trouble, and im-
jHhsod an imperative duty npon the Leg
islature to fix the days upon which the
cases from tho several circuits shall lie
taken up, in tho following words: “The
days on trhieft the cases from the several
Circuit* and City Courts shall be taken up
by the Court ttfuill be fixed by lair."
The language of the Oonstitution if
mamlalory aud not permissive merely.
The provision does not refer to the fixing
of the time for the beginning of the ses
sion of the Court, for the word session is
not used, nor does it menu the order in
which the several circuits shall l>e called,
for it says, “the days on which,” Ac. It
is dear that the above construction of the
Coustitution is the oorreot oue, and the
duty of tho Legislature to remedy this

the Hon. Alexander H. Stephens, the

Crawfordvilh, Ga., Nov. 29, 1871
At a meeting of a portion of the Dem
ocratic party of Taliaferro county, for the
purpose of appointing delegates to the
Convention in Atlanta, to be held on the
6th of December, to nominate a candi
date for Governor—on motion, Hon,
George F. Bristow was appointed Chair
man, and Linton G. Kay Secretary.
The object of the meeting beiog stated,
Mr. Quinea O’Neal offered the following
resolutions, which were unanimously
adopted:
1. Resolved, That Hon. Samuel J.
Flynt, oar member iu the Legislature,
be, and he is hereby requested to cast the
vote in said Convention for this county,
and that John T. Chapman and Wm. G.
Stephens be appointed alternate delegates
2. Resolved, That any one of the dele
gates so appointed, in case of the absence
of the others, be requested to cast the
vote of this county in said nomination,
and fill any vacancy in their number that
may oocur.
Resolved, further, That these proceed
ings be forwarded to The Atlanta Sun
for publication.
