THE CAPITOL.
House or Keumesestatives, i
AtL'iita, On., Nov. 30, 1871. (
Editors Dotty Sun—I desire to oonect
an error with regard to a bill introduced
by myself, in the House of Kepresenta-
tireo, to relieve maimed penooti from the
payment of poll to. I first noticed in
the published proceedings, as they ap
peared in the Constitution, that X had in
troduced a bill to relieve married persons
from this tax; and was a l.ttle surprised
to see that yon had fallen Into the same
error in your humorous remarks on the
subject in The Bex, this morning.
While I certainly am in favor of re
lieving married men of burdens aa Tar as
possible, I cannot consent to being set
down aa the advocate of such exoeasive
liberality towards them, as to relieve
them from said tax, aa it is to married
people alone, to whoa the State can
look for a legitimate increase of its re
ceipts from the tax onpoDs. Very re
spectfully. J. Hi Woodward.
To use a dassio phrase—but not of a
vary refined elaaa—this oocmnnicaiion
from Hr. Woodward “puts the beer on
us." However, wo deserve to be
in the predicament of having to
be set right, for knowing well
the negligence of the Constitution in
getting up its matter, we ought to have
known better than to have relied upon
'anything in its oolnmns ss correct. It
reported Hr. Woodward’s being in favor
of married instead of maimed men, and
we were led into error by reading it
However, what we said in approval of
the biU we have no desire to retraot Tbs
principle, upon whioh we commented, we
are satisfied, is a just one; and we’reit-
erate that the Lejizlature ought to re
lieve married men from poll tax,
and double the tax on bachelors over
twenty-five, It men will not contribute
to the revenue of the country in one way,
they ahonld be compelled to contribute
in another way.
We beg Hr. Woodward'e pardon for
having placed him wrong upon the rec
ord, and hereafter will be more guarded
in respect to our sources of information
Ilia principal act of the House, yes
terday, Was the indefinite postponement
of the Benate bill repealing tbe usury
laws of the State. In this the House did
wrong. We oonteod that the man who
does business in mousy should have no
more restrictions resting upon fab traffic
than are thrown around the grooer or
dry goods merchant. The humanitarian
view whioh some Representatives take
of the matter is all very well upon paper
and for “ buncombe,” but worth nothing
at all when it comes to a bnrineas analy
The Benate passed a supplementary
election bill, which provides that dupli
cate returns be sent to the President of
tbe Senate, which is all very well.
Tbe resolution of Hr. Beese, which was
adopted by the Benate, provides the only
sensible and amicable way of settling any
contest that may occur between a Gover
nor-elect and Mr. Conley. The legal tri
bunals of tbe State ere certainly the pro
per adjudicators of such questions, and
all parties are doubtless willing to abide
- decisions so made.

he read Bobuson’s report of his guns in
West India waters. Certainly this was
a joking matter. An American vessol is
hemmed in by a Spanish fleet in a for
eign port. Spain has violated her prom
ises, and failed to protect the rights of
American citizens in Cuba. Yet, while
all this is being done, the President
laughs when his Secretary of the Navy
tells him he has only a few “pop-guns”
in Cuban waters. Let ns all laugh.

to the regret of his admiring friends.
His judicial duties at Morgan Superior
Coart prevented his attendance. The
musio dispensed in singing, “In a Man-

’twas truly suggestive of the Christ’s
humility. The “Hosanna” and song,
“Water of Life,” were rendered well,
vocally, by the school, and instrumental!/
by Mrs. Dr. B. F. O.j and Mrs Captain
S., adepts in mnsio.
To those ladies, the audience and school
are indebted for the swrot and melodious
strains of the organ.
The song, “ Come Home Father,” was
