Biltimohe, Nov. 23.—Secretary Stanton has ap
pointed Colonel W. H. Stewart and W. Flynn, uf
Washington, sad A. Hiller, of Cedi county, as Com
missioners to award compensation to tbe loyal slave
owners of Mar}-land whose slaves were drafted during
the war. The Commission Is crested under an act of
Congress passed at the last session.
Anticipated Trouble Between the United
States and Raclaad.

Governor General from Europe state that the possi
bility of trouble with tbe United States renders In
creased vigilance indispensable on the part of tbe
authorities.

Dsath of Col. Washwotos.—The Mecon
Telegraph announces the death of Colonel
Jsmes H. R Washington, postmaster of Ma
con, which occurred at bis residence in that
city at an early hour on Wednesday morniug.
after a brief illness. He was at his office cn
Monday, attending to bis business as usual,
hut got wet during the day and took a chili
after returning to his home. From this
he rapidly declined, and passed away at the
hour already stated.

elected annually, on the last Mqndsy of December in

by the City Council of Savannah.
Sec. 4. And it is farther enacted, by the authority
aforesaid. That it shall be the duty of the Chief Engi
neer to take command at all firea, sod he shall have
full power over and disposition of the several Com
panies at such firm, and their engines and apparatus;
and in hie absence, the First Assistant Engineer shall
assume such command, and in case of the atifino of
both t*ie Chief Engineer and the First Assistant Engi
neer, then tbe Second Amiataut Engineer as
sume such command, and in cam of the absence of all
three ol Mid officers, then the oommaud shall bo a*.
surned by auob officer aa the Board of Fire Commie-
fliouers may hereafter determine.
. Sec. 5. And it is further enacted by the authority
aforeaaid, That the separate corporate existence of
tbe corporation heretofore knowu as the “Savannah
Fire Company" ie hereby recognized, but that ao
much and such parts of any act or acta heretofore
paused by the General Assembly aa give to the said
S ivannah, Fire Company, whether under that oameor
under the name of the Engine Company of the city of
Savannah or under any other name, exclusive charge
or control or management of the engines in ihe city
of Savauiiali in cases of fire, or that make it the duty
of th-s said the Savannah Fire Company under that or
any othur name, in caaes of fire, or otherwise, to take
charge of and manage such engines in the city of Sa
vannah, be and the same are hereby repealed from
and immediately after tbe organization and confirma
tion os aforesaid, of the said Board of Fire Oommia-
siouers provided for by this act; provided,always, that
the said the Savannah File Company, aa an organised,
incorporated white firo company in said city, ahali be
entitl. d to t tand, in reference to the Fire Department
enacted by this act, on an equal footing with and no
better than any other organized, incorporated white
fire company now existing or hereafter to exist in said
city as aforeaaid; and ail the rights and proparty of
the Maid Savannah Fire Company, lor the purpose or
purpose* ot its original incorporation, are hereby re
served to said Savannah Fire Company.
Section 6. And it ia luriher enacted, by the au
thority aforesaid, That all engines aud all fire appa
ratus now belonging to, or hereafier to belong to, the
Corporation of Savannah, shall be put in charge 01
the eaid Fire Department by this act created, on rash
Leons, stipulations and conditions aa shall be agreed
upon between said Corporation of Savannah and the
said the Board of Fire Coinmiosionera.
Section 7. And it is further enacted by the au-
liority aforesaid. That the said Board of Fire Com
missioners shall have fall power to do all and every
act and acts, thing and thiugs other than herein ex
pressed, which eball or miy be necesaary for the wel-
rare and efficient action and working of the said Fire
Department ot Savannah, It being always expressly
understood and hereby provided tha| nothing in thia
act contained sha l be .so construed as to make said
Fire Department, or said Board of Fire Commie-
sioner* a corporation or independent of the City
Councilor Sa\auudh; but the said Fire Department
and Board of Fire Commissioner* ahali be subject to
tbe same control o« the said City Council aa that body
exercised over the Savannah Fire Company.
Sec. 8. And it ia further enacted, by the authority
aforesaid, That so soon as the Board of Fire Com-
mibsiouti s ehall have been organized under and by
virtue ol tnin act, then all ict* and parts of acta giving
to eaid Savannah Fire Company tiie exclusive manage
ment of Fire Eugiues aud other apparatus in Mid
city, bo and they are hereby superseded; aud in case
at any time hereafter, the said Fire Department cre
ated by this act shall omit or tail to elect and organ-
izh by the appointment of five Commissioners and
officers aforesaid, tho City Council of Savannah
ih hereby authorized to extend the timeior each eleo-
lion and organization; and all officers properly
elected shall continue in offioe until the election and
install itiou of their successors; and said Board of
Fire O mmisslom-rs may at any tizge fill, or canee
to be filled, vacancies in their own body, according to
their by-laws, subject to the confirmation of said
Cny Council, and until the time for their next regular
lectiou.
Section 9. And it is further enacted by the autho
rity aforesaid, That all acts and parts of acts, so fsraa
they militate with this act, be and the same are hereby
repealed.

awning or sign, whether each awning or sign be of
doth or wood, or any other mate rial, under a penalty
of not more titan five dollars a day for every day such
awning or sign post shad be or remain in any such
street or thoroughfare.

plan of those now commonly in use, is greatly preju
dicial to health. And, whereas, the comfort of tho in-

proper efforts be made by the authorities of the place,
to make Smvunah what nature intends her, one of the
most salubrious cities in the Union, and one of grow
ing prosperity; now, therefore, for the advancement

Savannah, in Council assembled, do ordain. That the
City of Savannah hereby pledge itseif to the payment
of one half tho cost of every ceee-vault, with commu
nicating water closets, of the description hereinafter
given, lor every lot of sixty feet front; ud every trust
lot, built or constructed by the owner or owners
thereof, by tbe first of May next, with the following
