The Coming Demonstration In Wash
• lngtou.
It was announced a few days since that
the Washington Radicals, who are noted for
much fanatical zeal and but. little judgment,
under the lead of Forney, were preparing to
give a grand public ovation to the Radical
members of Congress on their return to the
capital. It was believed then that the
movement was intended to iatimidaie the
President and secure his impeachment by
Congress. It seems that its importance has
been much exaggerated. The Washington
correspondent of *hc Baltimore Gazette says
he traced its origin to a number of dismissed
cieiks seeking posts at the capital, and some
others who represent claims and jobs within
Ihe power of Congress to grant or bestow —
The worst feature of the proposed display,
however, is that it. will give violent and un
principled Radical Congressmen, like Butler
and Logan, a chance to spout and rail
again -1 tho President, and thereby reopen
the warfare of last winter at the very thres
hold of the Congressional session. The de
ministration proposed will be a flagrant in
sult to the President, and it is evidently de
sigued lor no other purpose ; tiie participants
hoping thereby to commend themselves to the
tavor of'Congress for official positions.
The Tax on Yakns.*—The Internal Reve
nue Commissioner has decided that, under
the Revenue Act, “yams and warp for weav
ing, braiding or manufacturing purposes
exclusively,” are exempt from taxation. He
. adds that the exemption of yarns and warp
used for “manufacturing purposes” is very
broad, and may cover all, uses to which
yarns are generally pot; and that the quan
tity of yarn used for other than manufac'ur-
ing purposes is so small and so difficult to as
certain, that it is “hardly worth taxing.”
Thk Cotton Tax. —The New York Cham
ber of Commerce has adopted a memorial to
Congress, to be presented at the approaching
session, urging the repeal of the internal
revenue tax of three cents a pound on cotton.
The memorial gives numerous reasons for
the repeal of the tax, claiming it to be both
unjust and unwise, and calculated to enable
East India cotton to successfully compete
with the American staple. George Opdylie,
A. A. Low and General Hiram Walbridge
were the chief advocates of the repeal of the
tax.

Postal Service in the South.—Among
the facts to be made public in the forthcom
ing Post-office report, it is said, will be the
announcement that during the past year the
postal service in the eleven seceded States
has netted the Government over $200,000
profit. Before the war the service in i
States did not pay expenses.

Judge Advocate Holt’s Demand for n
Comt of Inquiry Refuted by
the President.
Washington, Nov. 28—Judge Advocate General
Holt some time since demanded, under the articles of
war, s court of inquiry for the investigation of the
various charges which have been made against him,
in connection with the Conover testimony, and with
his conduct in the prosecution of Mrs. Surratt and
other alleged assassins of President Lincoln. The
President has declined to order the court, on the
ground that he doeenot deem it necessary to the
Judge Advocate General’! vindication.
Sanford Conover Indicted tor Perjury.
Washington, Nov. 38.—The Grand Jury of the
Criminal Court found s true MB ot Indictment against
Sanford Conover, alias Chas, A. Dunham, fbr perjury.
It will be recollected that this la the party who gave
evidence before the Judiciary Committee of the House
of Bepraaentauvee in April last, intsnding to impli
cate Jefferson Davis In the assassination of President
Lincoln. The false charges then sworn to by Cono-
