agreed upon by tho joint oommittce
on counting the electoral vote:
A bill to provide for and regulate
tho counting of votes for President
and Vico-Preaident, and tho de
cision of questions arising thereon,
for tho term commencing March 4,
A. D. 1877:

ate and houao of reprcBonlatives shall
meet in tho hall of tho llouso of Uop-
roaentatives, at the hour of 1 o’clock,
i*. m., on tho first Thursday in Febru
ary, A. D. 1877, and tho President of
tho Senate shall bo their presiding
officer. Two toilers shall bn previous
ly appointed on tlio part of tho Hon-
and two on tho part of tho House of
Kepaosentativos, to whom ahull bo
handed as they aro opened, by tho
Prcsidontof the Sonuto, all tho cer
tificates und papers purporting to bo
certificates of electoral votes, which
certificates “and papers shall bo open
ed, presold oil, and uclcd upon in the
alphabetical order of tho states, be-
gining with the letter A, and said tol
lers having then road tho sumo in tho
prosonco and homing of tho two
Houses, shall make a list of tho votes
us tlioy shall appear from oaid cortifi
cates, and, tho votes having boon as
certained and counted as in the net

Senate,who shall thereupon announce
tho state of tho vote, and tho name of
