On examination of the books of toe

Our predecessors gave the amount of
unexpended funds of the Comity, in
his hands up to the Ist. of January
1870. We Hud the the amount now

counts.
We fully concur in the suggestions ;
of the Grand Jury of last week, iu re
lation to the manner in which the
Treasurer’s books should hereafter be j
kept. ’There should boa Separate and .
distinct account opened for each di
vision of the public funds.
The Court House, for instance, j
should be kept apart from the jg.il
fund, the Pauper fund should berkept
under its separate head, find s wheu
warrants are drawn ouhrkp Treasurer,
by the proper authority, they should
bo charged to the proper account.—
Orders upon the C mit *-N oust fund
should be charged to that fund only, |
when paid, so that when such fund is
exhausted no further account should
bo paid on Court House indebtedness,
until further sums shall be paid into
the Treasury; and so of all other di
visions of the public money. Under
this simple and easy way of keeping ,
Separate accounts, there will bo little,
or no labor in the examination of the j
books, and a glance will at once show
bow muoh money is on hand to the
credit of each account Vouchers un-1
der each head, should be kept sepa
rately in a package to themselves.
We have called the attention of the
Treasurer to these views, nud he as
sures us that he will adopt them.
That part of tho general present- j
incuts of the first week, relating to the
loaning of County funds, has been ex- j
auiineu by this body, and we find that
the circumstances attending the trans- j
action, were su h as to mislead the
best of men. While we agree that
the act was illegal, we are not willing
to dismiss the subject without giving j
iu brief, the facts.
The money was loaned to one of
the contractors of the Court House,
under the impression aud belief that,
at an early day, said contractors would
be entitled to the same, and to accom
modate, would be but an advance
ment, virtually. The interest so ob
tained by the Treasurer, $49 58, has
been placed to the credit of the Coun
ty, and no harm has resulted to the
County.
We have examined the books of the
Clerk of the Superior Court, and find
them neatly and well kept; fur style
and penmanship, which reflects much
credit upou Mr. T. A. Word as an ef
ficient office! 1 for .the position he occu
pies.
On examination of ilio Surveyor’s
books for the County, we find them
neatly and correctly kept.
We have examined the accounts of
the Ordinary with the County, and
find them correct, with the sum of sl2-
20, remaining in his hands to the
credit of the County, and as was no
ticed in last week’s presentments, his
booka aud accounts arc kept in the
best style.
We have examined the jail fund,
and disbursements of the same, run
ning through tho last 18 months, aud
find them correct.

On eaxtnination of the Sheriffs
book, we are pleased to state that it is
well kept; the entries plainly made
and easily undesstood. Having an al
phabetical index, and the pages num
bered, so that any case can be turned
to at once. We commend him as a
faithful officer. ?
We did not examine the bucks and
accounts of tne Poor 1 louse, as they
hid been carefully reviewed by the
Grand Jury of last week, to which we
refer. We aie of opinion that the du
ties required of the Commissioner of
the poor, are not so onerous as to
warrant a salary of six hundred dollars
($800) per year. We are further of
opinion that numereus single men of

On examination of tho public build
ings, we find a number of leaks in the
root of the Court House, ai much so,
indeed, as to be likely to greatly injure
the plastering, and in other respects
-damage the building. We also find
other portions of the work not coni
, pioted according to the specifications.
Wo recoti!mend that the Ordinary re
quire the contractors to have tho leaks

1 amount due them, as soon as the roof
is repaired, retaining tho Other half

have been fully complied with.
; We have examined the jail and find
it insecure, and a heavy tax on the
County, it being considered necessary
to employ guards to prevent the es
cape of prisoners, and would recom
mend the building of anew jail of suf
ficient size to arrange it in such a man
ner as to L e comfortable for the in
mates, and at the same tisue sufficient
ly secure as to prevent the escape of
prisoners.

cessity-.
After a full investigation of
loading from O ipt. E. D. Puckett’s, to
his Ferry, we are satisfied that it is the
duty of the Justices of tne'peace of the
town of Gart6i*bYiiie, to haye said road
repaired.
Believing that sail! magistrates have
not intentionally neglected their duty,
we are disposed to adopt the policy of
a former Grand Jury, in presenting
said magistrates, and at the same time
requesting his honor, Judge Parrott,
not to impose any fine, provided they,
the said justices of the peace proceed,
within two wuks fre in this date, tore
pair said road, and that they have all
other roads within the corpoiate limits
of the town of Cartersville worked, and
in the best possible manner within the
same time.
We find the road, in the 15th district,
leading from Ad lirsville to Kingston,
the Adairsviilo road crossing the Ten
nessee road at the Jas. Wofford place,
loading by Jack Hftshaw’s, and by-
James Carson’s —the road leading from
the widen Riiches’ [dace north to the
Gordon line, passing the widow Shel
ton’s place, in a lmd condition. We
believe that on account of the location
of these roads and extreme bad weather
that it has been impossible to keep said
roads in a good condition, and we re
commend that his honor, Judge Par
rott, do not impose a fine, on Com
missioners of said road, provided swirl
commissioners put, or have put, said
road in a good condition, within sixty
days from this time.
We find, also the road between the
widow Hays’ and the widow Murphy,
known as the Adairs villj road, in a lmd
condition, and from the peculiar loca
tion of the load it will require a great
deal of work, and perhaps aid from
other roads, as it will require a ditch of
considerable length and depth, to pro
tect it from dhe water. We
mend the commissioners of this road
be allowed ninety days for the putting
of said road in good condition before
any fine be imposed on them.
We find that there are a good many
roads iu this county which are worked
and kept up as public roads, and which
are traveled very little —being nothing
moro than settlement roads, but as ihe
law now stands and is coustrued, they
| are required to bo kept m the same
; order, and worked to the same width
I as the most travelled and used roads
|in the county. While it is necessary
■ that such roads should be kept open,
; and worked out for the convenience of
the neighborhood, through which they
pass, we believe it unnecessary and un
just to those subject to road duty, that
they should be “worked in the best pos
, wile manner .” Wo would therefore
recommend our members in the Legis
lature to endeavor to secure the pas
sage of a laW authorizing the Ordinary
and road commissioners of this county
' to have tho roads of the county elassi
| fied, and have them worked according
; to their utility—having tho width to
range from 20 to 30 feet- those over
which there is a great deal of travel 30
; feet., and “ worked in the best possible
manner.” Those of less utility worked
1 out 25 feet, and those used least as
i public roads, wm ked out 20 feet. The
amount and character of work to be
! done on each class of roads to be pre
scribed by the lload Commissioners of
the district through which the respec
tive roads pass, subject to the approval
of the Ordinary.
Complaint having been made to this
body fell at the present rates of toll at
the Ferries of this County are too high,
we recommend that the Ordinary re
duce said rates of kill to the original
or specie basis.

I as to the future prosperity of our Stab
, from the fact, that capital is prevented
! from eounng into, and in leaving our
State seeking investment in other
States, where the collecting laws can
lx- r- lied upon.

prominently before our fellow citizens,

contemplated and result favorably to

ital from the State, embarrasses

honest man, inasmuch as it denies him
croud, and tiic use of capital so indis
pensable to all branches of business.
Some matters have been refered to
this body, but too late for such action
as the subjects require.
In conclusion, we tender our thanks
and compliments, to his Honor, Judge
Parrott, for the untiring real and abil
ity and impartial action in the dis
charge of his duty and for maintaffi
ance of general good order and disci
pline in Court, and for liis kindness
in promoting the comfort aud conven
ience of our body.
We also tender err thanks to tin

in the discharge of its duties. Also, to

understanding of the matter at issue,
that were never before our body, but
have since been handed to us.—
We have examined a paper, signed by
the building Committee, approving the
work, as to style and finish, and in ac
cordance with the specification of the
“finishing contract. Mr. Jones, slater
fx-om Van Wert, came and repaired
the roof on Friday of Court week, after
the Grand Jury had completed its Pre
sentments, and could m t, for want of
time, mention the fact. We have had
before us, a letter from Mr. M. Corput,
architect, explanatory of the specifica
tion which he drew up between the
contracting parties. This explanation,
acquits the contractors of the charge
of a failure to have complied with the
specifications, so far as relates to the
painting. The amount of nails, that
is alledged were not put in the floors,
the contractors are willing yet to do,
if required.
The contractors assure the under
signed, that they are ready snd willing
to perform any part of their contract
that may he pointed out and drought
to their knowledge. The undersighed
are fully pnrsuaded that both justice
and good faith demand that the con
tractors be paid at the earliest day
possible, after they shall have renailed
the floor, and such other work as the
Ordinary may name, in pursuance of
the contract and specifications.

the purpose of receiving town tax returns,
at the Council Hall. All persons liablo to
pay tax, are required to come forward and
give in to the Secretary, or they will be as
sessed a double tux. I will be in the office
on the first lioor of the new Court Honsc,
on Tuesdays and Fridays, from 9 A. M., to
12 M.. and from 2P. M., until 4P. M. By
