Salon of cotton for the woek previous to the Jv
partnre of the Arabia, were thirty-nine thousand
(3k,000) bales; of which speculators took twcuty
five hundred (2,500,, and exporters four thousaud
(4,000) hales. Sales of on© day puevi*
ous to the departuro of the steuun r, wore sgven
thousand (7,000) bales. There was a decline of
oue-sixteenth (1-10) during the week, on Mid
dling Mobiles and Uplands. There was no change
in the other grade* of the article. The Liverpool
Circulars conflict as to the amount of (dock at
Liverpool. The most reliable is, that there are
on hand there, three hundred and seventy thous
and (370,000) hales. From this number, three
hundred and twenty-nine thousand (329,0991 are
American Block.
Sales of Saturday, the day before the Arabia's
departure, were seven thousand (7,000) bales with
a declining tendency. The buyers’ were demand
ing a reduction.

COTTON—BeIow we give correct stock of cot
ton on baud, with receipts, Ac., to date. We
would way to our buyers that if they want any
more of the staple now is the time, as the stock is
rapidly decreasing and receipts light. Extreme
quotation* 8 3 a 12c for Uplands. 1A a 22c for
long cotton with good demand, particularly for
the latter.

Harris, recommend and present as follows, vis; I
The Legislature at it* last Mission having given
our body, in conjunction with the Ordinary, thf
power of devising ami adopting a plan lot the
educatiou of the poor childreu of our coupfy ;
we, the Jury, therefore, adopt wud tie vis*’ the. toi- i
low lug plan : Ist, Thai porUoa of the fund up
proprwted by the Legislature for educational
purposes, out of ths net earnings of the Weaterii ,
and Atlantic Railroad, coining to the county, he
added to the Poor School Fund of this county.
2d. That it be obligatory on the Justices of the
Peace in each District to make a true return of
aU the p*or children in said districts, *t. I said
Justices be allowed five cents for each child re-
Vurned hy said Justices, and said Justices to he
govsrued in making out their lists by the indi
gent circumstance* of the parents of said children
to give them an education, or the indigent cir
cumstances of the children In case of no parent*.
That the Ordinary enter the names of said chil
dren iu a book, to ba kept hy Imu for that pur
pose. That tbcseversl teachers in the ounty
be required to return their accounts to the Ordi
nary by the first of January next, naming each
child between the ages of ti and IC, untitled to
the beuefii of the Poor School Fund, ae allowed
by the Justices of th© Peace afore-mid, that tin*
attended their school this year, and the fiufhher
of day* they were in school, which said account
shall be sworn to before some officer authorized
to adimoiatrr au oath. After the Ist day of Jan
uary the Ordinary shall proceed t* distribute the
Poor .School Fund of said county, which include#
all school mourns rocoived by him. whether from
the appropriations made by the Legislature of the
net earning* of the Western and Atlantic Rail
road, before alluded to, the Tax as*SSßid by the
Inferior (Jourt upon the State Tax, recammended
by us at this Term, or thy money received by
him (Vom the Statu Treasurer, pay each teacher 7
cent* per day for aach child between th* ages of
fi and Iff year*, allowed by the Justices aforesaid,
if the fund* in bis bauds will authorize Mm to do
ao—and pro rata iu the event of the said fund not
being insufficient. That the Ordiuu: \ba author

indigent children in 1858, 7 ceuU per day, not
returned by the Justice of the Peace, if tin. fund

observing that vice, and immorality, and crime

country in (he cause of education. Georgia has
taken one step in the right direction in appropria
ting the SIOO,OOO >f the not earnings of the Wes
tern and Atlantic llailr>ul for educational pur
poses. We recommend to our next Legislature
to make an additional appropriation of at least
SIOO,OOO for tho same purpose. We recommend
to our Inferior Court to assess 15 per cent, ou the
State tax for Poor School purposes. We also re
commend 75 por oeut. for comity purposes.
We have examined the Books of the Ordinary
1 mid County Treasurer, and of the Clerk of the

j neatly and correctiy kept.
