Atlanta Justice of the Peace Sounds A Warning
The timely warning comng from Justic? J.Colton Lyoons o f At
faata is well to b> in the minds of the voters, when they cast their
vte for Justice of the peace. Mr. Liyons in resigning his office says:
“‘LEVY OF TRIBUTE”
“Iy is precti-ally a levy of tribute” says Colonel Lysts, of
the justice of the peace court in Georgia. He has prepared
a stavement setting in his own polished language his reasons
for refusing to serve further with it. The court results in
.oppressions and in miscarriage of justice he says.
«The office usually depends upon its fees to support it,” he
continues. *“The result 1s that one sees, instead of an impar
#ial judge, an attorney for the plaintiff trying the case with
dn eye to his fee, :
It is a misdemeanor to call such a magistrate a justice of
‘the peace. He is a stirrer-up of strife.
“Not infrequently they are in collusion with bailiffs and
the loan shark is an excellent customer, -He may file his affi
davit before any of several magistrates. He naturally se-
Jects that officer who will most surely serve his turn.”
FHonesty and integrity play a large part in the udministration of
the office of Justice of the Peact. The character and past record of
¢he candidate for honesty should have a careful inspection by the vo
ter. Seventy five per cent of the business of the Justice of the Peace
relates to the poor and unfortunate, who are an easv prey to the
crafty and dishonest officer in that capacity. The odds that the poor
have against them by reason of their poverty are accentuated by the
maans the laws gives an unscrupulous Justice of the Peace and his
<)nstable for brow baatinz and harassinz the victims of the Lnan
Saark and the various parasites that prey upon the unfortunate,

Shot Yesterday
Afternoon
Henry Browfi, one of the best
#nown and most substantial neg
roes in the county was shot and
killed vesterday about six thirty
oclock at his wood yard on east
Magnelia street, So far the kill
ing has remained & mystery as no
evidence ‘w-a s introduced a t the
coroner’s inquest last night that
would tend to throw suspicion
on any known party.
The shooting ocurred just after
«dark and five shots in rapid succes
sion were distintly heard by par
ties living in the neighborhood.
A score or more people rushed to
the sce pe immediately to find
Brown lying on his back and
Lreathing his last. His bhat and
tis loaded pistol were found some
ten or fifteeufeet from where he
fay. The body was at once
moved to Coroner McCormick’s<
undertaking establishment where
an examination showed that four
Dullets had entered his body. f
The Coronor empanelled a jury
«consisting of Bruce Williams,
goreman, G. W. Taylor, C, Boyd,
#B. W. Mayo J. D. Hutto, and
Jim Nixon and proceeded to hold
the inquest,
Carson Brown, son of the dead
nan was sworn in and stated that
the last time he saw his father was
-at sun down when he left the wood
yard to g o home. Witness tes
tified that he left his father, and a
yellow negro, Jim Williams, who
wwovked for him, at the wood yard
togethar. Williams was then call
ed to the stand to tell what he
knew about the killing. He tes
tified that after he and Biown
~ had quit work they went to town
and bought some provisious :nd
returned to the wood yard, He
stated that he didnt tarry but a
few minutes at the yard but went
immediately to his home leaving
Brown in the office with two other
negroes, Aloert Roberson and Jas.
Washington. Witness testified
that there didn’t 'seem to be any
hard feeling exisiting between
any of them when last he saw
them. Williams said he was at
home only a short while when a.‘
negro woman came and told him
Brown was dead.
Sheriff Norrisand policeman
Putman both testified that they
were in the vicinity of tte wood
yard when the killing occurred,
and both struck out in the same
direction from which the sound
came. Mr. Norris told the jury
that before he reached the wood
yard he encountered a man run
ning up the alley, and thinking
his actions suspicious he followed
him. He said the man ran throughl
Horne’s stable and that there he
lost the trail as it was good dark,
Mr. O. M. Horne was then
called to the stand, He
swore that he Leard the shooting
and thata few seconds afterward
a yellow negro ran in the fiont
door of his stables. Said the man
was going at break-neck speed
and had a pistol in his hand. Said
he went out back door and dissa
peared in the darkness. Mr.
Horne stated that he would know
the negro were he to see him
iand is ot the opinion that he
had been cutting woed for Brown
; on some of his property near town.
~ With this evidence the coroner’s
jury rencered a verdict that Hen
ry Brown had come to his death
at the hand of unknown party or
parties.
The decessed was a good negro
and the negro populace is stirred
up considerbly over the tragedy,
The officers are working on
the evidence they have in hand,
and will endeaver to bring the
‘guilty party to justice.
