Chronicle Woodfall, who alweya sat out
the debate, on'his return to the printing
office read over the whole in the proofs
and by adding a little in one place and
expunging un expression elsewhere, he
gave to his details an sir of imposing
/. originality. He was much assisted by
\ the Members themselves. Such was then
the confidence in William Woodfall’s,
that the true Quid Wane abstemiously re
frained until tie could be gratified by the
perusal of Woodfall’s genuine report. This
confidence was do deeply rooted, that lor
many years after Woodfall had been ga
tliir'ed to his fathers, a Psrlismentary
Register, in his name, was published in

including in America the possessions
of the North-West Company, and in

Luckily for the world, the United
Statea of America has not submitted with

toorat; an important discussion ia now
depending between these two countries—
• discussion in which we, however, are
much more deeply interested than the U-
nited States, inasmuch as the Ukase of
Hie Emperor includes much which ia ac
tually settled by Englishmen, and forbids
us at the same time from trading with a
portion of ^Chinese Tartary, when tn
•peeing for our enterprise' was likely to-
be attempted.
The real views of Russia are of a na
ture and extent beyond any thing formi
dable, as her Minister at Washington
(who, from his name, seems to be as little
of e Russian as Pozzn di Borgo, or Capo
fl’Istria, or many other of the ministers of
that power) contended that the Emperor
might have shut up the whole of the Nor
thern Pacific, as he poseessed dominions
on each side of it.
It would have,been well if Lord Mel
ville had ascertained this law of nations
before he sent to discover a north west
K stage, which thus, ir discovered, would
nugatory. In the same manner, and
with somewhat better chance of aucceis
us to the execution of her decree, might
England decree the Northern Atlantic
closed to the ships of modern Russia. How
long are we to submit to such encroach
ments, in order to support the principles
of the Holy Alliance r It cannot but be
considered as a matter of some curiosity
to see that this important question is left
to the decision of the two youngest na
tions in the world ; and that France and
{England should equally submit to have a
J»ew law of uations imposed on the world.

congress will comprise some of the most

such a galaxy of talent to the American
Capitol, at the next congress, when they
recollect that the near approach of the
Presidehtial election makes it probable
that the great question of determining
who will be the successor ot president
Munroe may be decided, in far as relates
to the will of the 18th congress, at its first
session.
There is no ostrocismin this republic—
the prize of the Presidential chair is fair
game for the aspirants, by fair and honor
able means. We cannot but view this
flocking tn Washington, on the eve of a
FRENCH TREATY.
A Prophet hai appeared in the New-
York Daily Advertiser of the 3d instant.
He foretells that the French Government
will now prohibit at once the importation
•f foreign goods by American vessels. He
wery wisely saya it is a right we have
gi eti them by the late Treaty—A pretty
gilt indeed, on our part, to give them
what belongs to them ; a right which
they, as well as all other nations, have
always indisputably enjoyed, end which
the French have forborne from exercising
because they thought it not for their iote-
test; and which they will stilt forbear to
exercise, (as I believe) if they think it not
for their interest to exercise it. This wri
ter states some curious tacts. He says,
for instance, “ that we were allowed to
carry Nankins to Francewhen in reals
ty I beg leave to affirm (though with great
diffidence, being opposed to so great an
authority) that “ 'hey are totally prohi
bited, except in French vessela direct

by a dangerous combination, and a secret
and organized corps P Are there any sys-
tematic measures on font, to wrest from
the people their suffrages guaranteed hy
the constitution ? We will not insinuate
that congress will sanction this puppet
shew ; public opinion will interfere ; and
we know there are honuurable exceptions
amongst the presidential candidates, high
mindetf gnd patriotic., that will resist ail
attempts to usqrp the people’s rights, for
any earthly reward. May tome Cincin-
natut—loihe farmer’s son—be brought
forward, that his firmness to resist, when
lie perceives that the nation is tainted with
such weakness, who holds in ineffable con
tempt, those intriguer* and office hunters
that haunt the palace—parasites who
spring up like mushrooms ! Let us place
s man of nerve at the head of affairs, fur
the next presidential teym ; a man who
despises the Punic -fisith of his adver
saries—a man of vigor, who elands with
out the political crutches of ttvr army end
the banks Man who will husband the
resources of the nation—a republican po
litician and enlightened statesman, who
will breast the storm of party that may
threaten us—Such a man, we think, in
due season, may be presented to the peo
pie.
The " ermy candidate,” has felt the
force ef our remarks, from time to time;
he is become fearful and cautious; CcsSr
despairs of success; the antidemocratic
combinations of a few dictators in favour
of Mr. Calhouo, who were unknown to the
great body of republicans, are put to
flight, or are so discomfitted, that it is
presumed they have given up all thoughts
of imposing a president on the people.

to endeavor alwaya to have common tense on

At length the concluding number of the
biography of this gentleman ia published,
It coniains as many important tacts
as any of the former numbers. We
learn that he " ilof a lean Jramethat
” the distinguished feature nf his mind
may be said lobe the faculty of analy
sis{” and that hie genius is not one of
those which " soaring above the stubborn
realities of things dazzles by its meteor
splendors only to increase the surround
ing darkness.” He ia not • "timid time
serving (politician on the contrary he is
one ot- those who ** carries public opinion
with bin) instead of waiting to follow it in
inglorious safety.” The public will ; hear
with admiration that Mr. C. " detests the
arts of intrigue and management.” His
services since he entered the national
councils, it wooid : eeem, have been pre-
eminent. " Mb man, in any country, in ‘Reason, J
the same space of time has rendered more
signal services to the public.” Many
other handsome, and some fooUth, com
pliments are paid to Mr. Calhoun. A
man scarcely known to the nation • few
months ago, ia now rejtreseoted as one of
the greatest men of any age or country,
and the public are assured that, little as
they may think of the matter, •• his name
will be remembered with, pride and hie
services with gratitude, by the natiun

Mobile, July 4.—Business has become rather
dull- Cotton meets s totersbie, though rather
limited demand, owing to the state of other
markets The highest price we have heard of,
for a few days past, has been 12} cents t lower
qualities in proportion. There is however very
little really good in market.
We have an abundant aupply of hegty goods
(at reasonable prices) for the pretent. Stockt
of dry goods are very much broken.
Since writing the above we perceive a de.
