After several days debate, the Portu
guese Cortes rejected, on the 4th nl July
11 out of 14 Articles which nftheir Com
mittees proposed to add to the Constitu
tion, chiefly enactinj((Shat, exclusive of a
General Congress, composed ol 50 Mein-

and the other half by Brazil),'here should
be, in each kingdom, local Cortes em
powered to legislate on all matters rela
tive to its internal'administration, sub

‘General Congress which shall ascertain

blies were not In opposition to the Con
stitution. or to the interests of the Sister

the Regal power, with some restrictions,

The British whale ship Perseverance, Dixon,
has ii en wrecked on some of the islands in
Rasa’s Strai’s Five boats, containing the cup-
lam, officers and crew, left the wreck for Hid*
ney, N. 8 Wales; one has readied the Five
Islands; two it is feared have been lost, from
their separating.in a storm, Two or three men
were lost at the rocks.

VERY lupcrloT Steam Saw Mill has been
a recently erected in the vieini-y of the
CITY. OT DAME.V,
as the most eligible situation fbr s business of
the kind on the Atlantic shores of the United
States. Possessing all the advantages of an in
exhaustible supply 6f tlve finest yellow pitch
Pine r.nd Cypress Timber, built on a fine bluff,
with thirteen feet water dose to it, and a natural
cove for the reception of logs.
The present owners not having it in their
power to bestow that atrentiofi to it which a
concern of such magnitude requires, are desir
ous of telling the whole, or a puvt of th'tfli inter
est in it, and no to offier it for tale ut a very low
valuation, and much less than such a eti nature
could he completed for.
There has just been added to it a very supe
rior Bice Founding Machine, capable of dis
charging at least 50 tierces of clean rice per
lay ; and a Corn-Mill, all set in motion by the
same engine.
The Saw-Mill is upon a new principle, by
the late renowned Civil Engineer, Mr. REN
NIE of London, who tu nt out one of hi% b< st
workmen to superintend its erection It can
nou cut with 48 saws, and may be made to drive
twice that number.
The Steam Engine is perhaps the best in
the United Blaics, made by Messra. vOI/l ON
U WATT, of Soho, near B rmuigltam; and
erected under the inspection of their best fort-
man, sent out expressly for that puipose.
A wonderful expence ii saved in fuel, as the
xaw-dust from the pitch-pine is lound to answer
instead of fire-wood, apd is carried to the
mouth of the furnace from the pit by elevator*
now in use. , ,
The Rice tffachine is also on • new principto
and found by experience to answer better than
any yet in uset The quickness and regularity
of the movement, producing it of a superior
brightness without breaking the graip
The mill is situated op a fine Creek, called
Cat Head, <m a branch of tile Aftatftaha Uiver,

Sea Vessels, whose draught of water enable*
them to go to the whaif at Darien, can load at
the Mill, only a short distance off, wth gr^at

superior in quality and regularity ,ip sawing.
I he commissioners of the NkVy of the Uni*
ted States have approved of the ship planksk
furnished from it, and it is highly probable will
give it a preference in future contracts.
It hat also been seen and justly admtfed So
New-York and Philadelphia.
The prospect of a renewed lAtyreourse With
the British West Ipdia Islands, renders this
establishment a desirable mode of investment—
