Force Bill Men Glum.
Washington, Aug. 5.—Senator
Hoar returned to-day to fiud the force
bill almost in its grave. Johnny I)a
venport and Henry Cabot Lodge,
who hnd preceded him here and bad
been examining the situation, had
nothing but discouragement for him.

The only chance the force bill hud
was in a change of the rules, and that

ing the republicans solid. Senator

chance of passing the force bill this

many complaints from farmers of too

age has already been done to the grow
ing crops and if the rains continue
many days longer, the consequence
will be far worse and more injury result
from them this year, than from, the

wedded apparently to ludicrous fads in
legislation or constitutional law; or

using the rural population for their
own selfish purposes.
Every patriotic citizen, regardless
of party affiliation, must regret the
possible tllect of this, and the South
ern people will live to bitterly icgr^t
their folly if they permit claw preju
dice to result in putting a squad of
weaklings in the places now filled by
tlic-ir ablest men.
