The Dog Law.
We extend our hearty congratu
lations to Hon. W. W. Dews, of
Randolph county, for his untiring
and recent successful efforts in hav
ing passed in the house of repre
sentatives a bill for taxing of dogs
At each convening of the gener
al assembly for quite a number of
yoars a law of this kind has been
earnestly advocated but for some
almost unexplainable reason has
each time boen defeated. Tne on-
lyclause that we do not unrcserva-
bly commend is the'one that reads
thus: “Thatthis bill shall not be
come operative in any county ex
cept upon recommendation of the
grand jury of the .county there
of."
The intentions of this law are ex
eellent from several points of
view—not only does it exterminate
a superfluous crowd of curs and
flop-eared hounds, thereby reliev
ing sheep of their arch-enemy and
the hen nests and slop pails of
their most frequent destroyers but
from a financial and economic
point it is sound since the bill pro-
vides that the revenue accruing
from said tax shall go the puhlic
echool fund of the respective coun
ties.

rants were taken for Bob Williams,
a young negro man who werks
for Hunsinger, for the same of
fenses, 1 he cases against them
were called for trial Tuesday morn
ing at 11 o’clock before Mayor
Holleman. The defendant Hun-
singer moved for a ^continuance
on the ground of the absence of a
mateiial witness. The motion was
granted and the trial of both cases
before the Town Council was fixed
for Saturday morning next at 10
o’cIock. A Warrant Was also sworn
out for T. C. Hunsinger charging
him with riot on the morning of
September 2d. when the lamps
were broken the first time. The
preliminary examinations in the
state cases before Magistrate White
will be held this week. As these
cases are all to be tried in the fu-
tore we forbear making any com
ment on the testimony. The pat
ties charged with these heinous of
fenses are entitled to a fair trial.
The time has come, however, for
putting a stop to this mode of cul
tivating bravery, and the guilty par
ties whoever they may be. should
bo punished to the full extent of
the law.

R. M. Mann, who had fought
in the confederate army and who
had a free license to peddle, was
arrested by the inspector on the
.clilirge-ot doing business without
a license.
‘‘Mr. Mann has a veteran’s free
license,” said the inspector, “but
I found him with a wagon selling
chickens, eggs and lie had a man
helping him. While I10 walked
down one side of the street the
helper walked down on the oppo
site side, both getting customers
for the same wagon. I don't thinx
Mr. Mann can sell that way with
out having another license.”

All the owners of valuable dogs
around Clayton say they will pay
theiax|of $1.00 willingly. This
law if ratified by the Grund Jury
will swell the school fund no doubt
several thousand dollars in the
county. We spent about five min
utes taking the dog census in town
and we found even sixty in this
short time, and Mr. M. L. Shirley
came to town at the time and he re
ported, in his immediate neighbor
hood, 20 dogs.
There is much excitement in the
Legislature just now over the Will
ingham temperance bill. There
are friends on both sides and the
fight promises to be u lively one.
We are in favor of temperance, but
for many*years wo have been made
to doubt that prohibition prohib
its, The plans of suppressing the
liquor trafic in the main have failed
and in our humble opinion will
continue to fail.
