Ben Bogan, a notorious thief, who
on last Saturday stole some money
from R. W. Hale at Jolly and made
bis escape, was arrested io this city
Monday night by officers Gordon and
Phelps and carried to Jolly yesterday
where he will be tried for bis rascality.
Council Proceedings
The city council met yesterday as
ternoon and was presided over by hie
Honor, Mayor Davis, but there was
only a very little business transacted.
The minutes ol last meeting were
read and approved.
Mayor Davis asked for instruction
with regard to the paying of the engi
neer for No. 1 fire company, as their
engine was unfit for service and the
engineer was not giving any service.
He did not think Mr. Fotral’s salary
should be stopped, but wished the
council to authorise the payment of
thia salary continued.
Thia met (he hearty approval of the
council, and several speeches were
made eulogising this old and efficient
company. A motion was unanimous
ly carried asking No. 1 to test tbeir
engine at an early date and see if it
was unfit for service, and if so to make
some arrangement to furnish them
with such apparatus as the company
wished.
Ths report for the city sexton for
the quarter ending May 31st, was
read This report showed there had
been 27 interments in the cemeteries
of Griffin daring that time—ten of ths
number being white and seventeen
colored. The report was referred to
the proper committee.
The reports of Treasurer Nall and
Chief of Police Ison were read and re
ferred to the finance committee, after
which the council adjourned. ,

EXPEDITION AGAIN STOPPED.

formation bee reached Washington to
the effect that the transports with
troops for Santiago which tailed oot
of the Key West harbor yesterday for
Cuba, had not pat to sea op to an
early hour this morning. No reason
baa been stated, so far as can be learn
ed, for this very unexpected delay in
the movement against Santiago. The
officials positively decline to discus the
matter. It is supposed that all the
vessels are now fairly under way.
The last lingering doubt that may
have existed as to the presence of
Cervera’s fleet in its entirety in Banti*
ago harbor, was removed when Admi
ral Sampson's dispatch reached the
navy department last night. Up to
that time information as to the num*
bar and character of the vessels lying
in their harbor shielded from observe-,
tion in great part by the hills at the
entrance, had been obtained through
Cuban sources supplemented by each
glimpses as could bo obtained by na*
val officers from the outside entrance.
Now, however, according to Lieut.
Blue, the chips have been actually
ssen by an American officer, counted
and inspected from each points of
vantage as were afforded by the high
hills surrounding the harbor. The of

Blue’s achievement. Victor Blue has
been long known in the navy as an
enterprising and daring young officer,
but it required a good deal of sustain,
ed courage for him to go ashore in a
hostile country and alone make re
con noissance. He was in the eye of
military law nothing more nor less
than a spy. and had be been captured
by the Spaniards be would have been
tried by a drumbead courtmarlial and
executed.
