appointing Col Hay Secretary of
State. It is true Col. Hay baa made
an excellent ambassador to the Court
of St. James, and be ought to have,
and probably has, a very thorough ac
quaintance with the Eastern question
—a question with which tbe Secretary
of State should be very familiar. That
question has suddenly become of very
groat importance to us.
Col. Hay hu bad the beet of oppor
tunities for studying it. It may be
that it was because of hie supposed
acquaintance with it tbe President
called him to the office of Secretary of
State.
It Is possible Col. Hsy is just tbe
man for the place. Tbe fact that be
has bad little or no training for it may
not prevent him from making an ex
cellent record in it. He is a man of
ability and is familiar with tbe routine
duties of the office, having occupied
the office of assistant secretary of state
for a couple of years.
Secretary Day, tho present occupant
of tbe office, had leu experience than
Col. Hay has bad when bo was ap
pointed to tbe position. In fact, bo
was unknown outride of Obio. He
baa surprised the country by tbe sue
ceu with which bo has conducted the
office. It has been the custom, though
not an unbroken one, for tbe Presi
dent to make ono of tbe ablest of tbe
leaden of bis party Secretary of State.
Judge Day was not a prominent man
in bis party when he was appointed,
and Col. Hay’s polioal prominence
dates from bis nomination to the po
sition of ambassador to Great Britain.
But because Col. Hay has not shown
that bo possesses tbe qualities of la
statesman and diplomat it does not
follow that be does not possess them.
His appointment aeetns to be pretty
generally approved, and there is no
doubt that the hope is entertained
by tbe people that he will be success

An Ordinance to fix tbe term of office
the manner and time of election of City
Attorney for the city of Griffin. Be it or.
dalned by the mayor and council of the
city of Griffin, and it is hereby ordained
by authority of same. That from and af
ter the passage of this ordinance the City
Attorney shall hold his office for the term
of two yean and until his successor is
elected and qualified, and shall be elected
by ballot by tbe mayor and council of
said city at tbe last meeting in November,
1898, and at the same meeting bi-anually
thereafter. Be it farther ordained that all
ordinances and parts of ordinances in con
flict with this ordinance be, and the same
are hereby repealed.
