1 Getting Heady for a Festival In the I

| This year is an extraordinary one in •
| the history of I.oipsie, for the eighth I
quadrennial German shooting festival is !
I being held hen* this week, and as this
■ is the first time that , Leipsie has been I
I honored with being the site of this great !
! festival, the town, of «-oiiim», i» in an i
j uproar and has outdone itself in wel- j
eoming and providing for the thousands
of strangers; some of them from Aiuor- 1
■ ica. who have Hocked in from all point.- i
! of the I'OiujMis.s to take part in the sIpmh-
i ing, or to amuse themselves in the* good
old German way. Like every othertier j
man festival, tliisouu was preceded by a j
period of preparations during which the
people gradually worked themselves up !
to the necessary pitch of enthusiasm.'
Tor weeks before hand the newspapers, i
and illustrated weeklies, were full of '
the festival, giving its history with great |
minuteness, relating anecdotes about I
the preceding celebrations and picturing
iu wood-cuts of poor quality the various
attractions to he presented at this one.
Thus cheered on and roused up to the
importance of the coming event, the
Leipsicers, patriotic people, resolved to
do themselves the honor of welcoming
the coming guests in grand style. Thi>
mcans, of course, here in Germany, that
the house shall be decorated with ban
ners and evergreens and that there shall
Im* a procession. A pioccssiou is abso
lutely necessary for all German
festivities, while the decorations are
reserved for very important and
extraordinary occasions, like the
present one. to everybody, especially
those living along the proposed
line of the march of the procession,
decorated their houses and places of
business in anticipation of the coming
celebration. There isn’t anything very
artistic about these di corations, consist
ing, as they do, of evergreen ropes hung
along the house fronts in rather un
graceful loops and set oil now and again
with stands of Hags and banners. Bui
they serve to hide the natural dirtiness
of the houses in this dirtiest of German
towns and they show that the people
are patriotic. So one can endure them.
The banners are a decided nuisance t >
tho esthetic eye. Tim streets arc full i f
them. Happing idly in the breezes and
Haunting the green, white, red and
black colors in the faces of all the pass
ers-by. It would not be so bad if these
banners flaunted gracefully, which they
do not! The very way in which they
are hung prevents any grace, and gives
one, in the language of a slangy Amer
ican here, the impression of a shirt on a
clothes-pole; for tho ]>oles supporting
these banners all project from tho
second-story windows at an angle
of 45 dtgrees to the house front,
and the banner, a long, narrow
concern, is fastened to a round piece
of wood, painted black and decorated ,
at each end with a gold knob or acorn,
which, in turn, is fastened to the end of
the pole by two long cords running from
the ends of the stick at the top of the
I banner, so that the* whole a Hair, having
: no stable supjiort, wabbles around in the*
' most eccentric and erratic manner, turn
. ing and twisting, writhing and wav.ng
j in a most ungraceful way and throwing
the heavy tassels at the lower corners
